However, periodically may be asked to work in other AFSC branches. Travel in these circumstances will be reimbursed according to AFSC's Employee and Board of Directors Expense Policy.

Reporting to the Supervisor, Procurement
, the Coordinator works with minimal supervision, adhering to established policies and best practices while developing, maintaining, and updating procurement and contract training and awareness. The Procurement & Contract Coordinator plays a crucial role in supporting AFSC's strategic and tactical procurement needs.

As a trusted advisor and partner for AFSC leaders and team members, the Procurement & Contract Coordinator provides strategic and tactical procurement support, advice, and consultative services in collaboration with leaders and employees, enabling informed decisions aligned with AFSC's objectives. This position offers professional expertise to all levels of staff in areas such as general procurement, competitive bidding, contract management, vendor management, and risk management.

Summary:

The Procurement & Contract Coordinator is responsible for staying updated on procurement best practices, procurement law, and trade law regulations. They ensure alignment with AFSC's strategic objectives related to procurement. Additionally, the Coordinator forecasts procurement trends in their area and proactively develops solutions and strategies to support AFSC's goals and priorities.

This position is responsible for the competitive procurement of goods and services in a fair and equitable manner, ensuring compliance with AFSC contracting policies and procedures, the Canada-Europe Comprehensive Economic and Trade Agreement (CETA), the Canadian Free Trade Agreement (CFTA), the New West Partnership Trade Agreement (NWPTA), and other applicable trade agreements and Government of Alberta policies.

What will you be responsible for?:

Contracts

  • Assist with basic contract management tasks for vendor contracts and real estate leases, including negotiations and contract amendments. Ensure vendor contracts comply with AFSC policy and procedures.
  • Manage external client relationships by responding to vendor inquiries and resolving straightforward issues.

Procedure, Policy, and Regulation

  • Provide input and assistance for developing and maintaining training materials related to the procurement cycle.
  • Provide input for developing and updating procurement policies.
  • Develop and implement procurement procedures in alignment with policies and organizational needs.
  • Stay informed about trade law and regulations to ensure procurement practices align with current legal standards.

Procurement

  • Develop and facilitate the competitive bidding process from document development to contract execution.
  • Ensure the competitive bidding process is fair and compliant with legislation and regulations.
  • Provide advice and problem resolution throughout the procurement lifecycle, including competitive bidding, contract negotiation, vendor management, and risk management.
  • Perform procurement tasks related to real estate, lease payments, and tracking.
  • Assist in creating effective procurement processes and strategies.
  • Responsible for the procurement of goods and services below competitive bid thresholds.
  • Administer modules within the SPOT Contract Management application and the Spendmap procurement application.
  • Develop and maintain vendor performance metrics and assist departments in maintaining vendor relationships.
  • Obtain metrics and statistics in all areas of procurement.

Support

  • Understand, investigate, and make unbiased recommendations for all parties.
  • Provide coaching and mentoring to Buyer I.
  • Create various reports for different organizational levels and provide input for developing documents and templates.

  • Develops and delivers clear communications that convey an understanding of the unique needs of different audiences.
  • Disseminates knowledge, insights, and updates in a clear and precise manner.

Additional Qualifications:

  • Supply Chain Management diploma or College or Technical School diploma.
  • Supply Chain Certification/Designation (CSCP, SCMP, CPPO, etc.) is considered an asset.
  • 3–5 years of related experience.
  • Previous Supply Chain Management experience in a public organization is considered an asset.
