Reporting to the Vice President and Chief Financial Officer, the Director, Procurement and Contracts Management is a senior leadership role responsible for overseeing the full procurement lifecycle across all three Good Samaritan entities. The Director provides strategic direction and operational leadership for sourcing, competitive bidding, contract development and negotiation, and vendor performance management. This role ensures compliance with procurement policies, manages procurement and contract-related risks, internal controls and fraud prevention, drives cost reduction and value optimization initiatives, and leads efforts to assess and maintain product standardization across the organization. The position oversees a team of Procurement and Contracts Management staff
Education and Other Qualifications:
- Bachelors degree in Business Administration, Commerce, Supply Chain Management, or a related field required.
- Professional certification such as Supply Chain Management Professional (SCMP), Certified Professional in Supply Management (CPSM), or equivalent is preferred.
- Masters degree in a related field is preferred.
Work Experience:
- Minimum of 10 years of progressive experience in procurement, contract management, or supply chain, including at least 5 years in a leadership capacity.
- Proven experience managing large-scale procurement and commissioning initiatives, contract negotiations, and vendor relationships.
- Experience in healthcare, non-profit, and/or public sector environments preferred.
- Demonstrated success implementing procurement governance frameworks and driving cost-reduction strategies.
NOTE: An equivalent combination of education and other qualifications and work experience may be considered.
Knowledge, Skills and Abilities:
- Extensive knowledge of public-sector procurement regulations, trade agreements, and ethical sourcing practices in Canada.
- Strong analytical, negotiation, critical thinking and problem-solving skills.
- Excellent interpersonal and communication abilities, with the capacity to influence and build relationships at all organizational levels.
- Strategic thinker with the ability to translate organizational objectives into operational plans.
- Extensive experience with procurement and contract management systems, ERP software, and Microsoft Office tools.
- Excellent active listening skills.
- Effective presentation skills.
- Ability to be innovative and able to prioritize and implement processes and changes effectively.
- Ability to work in a fast-paced environment with varying workload and an environment which regularly undergoes change (both planned and unplanned) to accommodate resident needs and/or organizational circumstances.
- Exhibits an open and sincere approach to other people, demonstrating respect and compassion, and maintaining the dignity and self-worth of those people they encounter.
