JOB TITLE: Term Part-Time Housing & Outreach Support Worker
REPORTS TO: Program Manager, Richmond Winter Shelter
DESCRIPTION:
The Outreach Worker provides outreach and person-centred case management to individuals experiencing or at risk of homelessness to achieve their goals.
SALARY RANGE: Grid 34 – HEU – Community Subsector
EMPLOYEE CATEGORY: Part-Time, Term (Until March 31, 2026) Contingent upon final approval of funding
NUMBER OF VACANCIES: 3 (three) vacancies
POSITIONS:
- Saturday & Sunday | 4:00PM – 12:00AM
- Wednesday - Saturday | 06:00AM - 10:00AM
- Sunday - Thursday | 06:00AM - 10:00AM
QUALIFICATIONS
- A diploma or degree in Human Services OR an equivalent combination of relevant education, training and experience, including lived experience.
- 1+ years recent related work experience with vulnerable populations.
- A valid Class 5 BC driver's license and access to a personal vehicle for business related purposes.
- Driver's insurance & abstract
- Emergency First Aid
- Naloxone certificate
- Provincial Violence Prevention certification an asset.
- Successful clearance of a criminal record and vulnerable sector check
SKILLS AND ABILITIES
- Ability to engage in empowering, respectful, and non-judgemental rapport building with people from diverse backgrounds and life experiences
- Demonstrated ability to establish and maintain constructive working relationships with tenants, landlords, community groups, government agencies and the public.
- Knowledge of theory, principles and practices of Housing First Approach, trauma informed care and harm reduction strategies.
- Oral and written communication skills.
- Ability to work independently and in cooperation with others.
- Ability to plan, organize and prioritize.
- Strong case management skills using person-centred planning.
- Leadership skills.
- Knowledge of mental health conditions, substance use, systemic barriers, and their impacts on individuals and the community.
- Systems navigation and advocacy
- Ability to operate related equipment.
KEY DUTIES AND RESPONSIBILITIES
- Working in the community on a regular basis to establish a rapport and meet with clients in camps, outreach pop-ups, or wherever people are living.
- Locating people who are in need of support services and who otherwise would not seek assistance.
- Engaging unsheltered people to establish rapport which will assist them in locating rental units, attending appointments, or other client-identified goals.
- Maintaining excellent relations with health and social services professionals such as workers with the Ministry of Social Development and Poverty Reduction, Canada Revenue Agency, PHS Mental Health, Burnaby Mental Health Services, City of Burnaby, IHART, BC Housing, Burnaby Substance Use Services, Burnaby RCMP, etc., and other non-profit and community agencies involved in the provision of services.
- Is an active participant and member of the multi-disciplinary Housing and Outreach Program.
- Follows up with newly assigned Intake Referrals within 72 hours.
- Facilitating a full assessment of client's housing and support needs, using mandated assessment tools and templates.
- Developing a person-centered plan with each client for the planning and preplacement of the individual's tenancy and ongoing support requirements within the community.
- Monitoring the areas of daily living, financial, health, social supports and resource acquisition.
- Performing housing searches, assisting clients to find and secure housing, submitting subsidy applications, and presenting clients to coordinated access tables (internally & externally) to effectively help people get into appropriate housing
- Maintaining positive relationships with landlords of private and society operated affordable housing, keeping up to date on availability of long term housing, and working with team to find creative solutions to housing in challenging market conditions.
- Maintaining accurate, up to date and appropriate records and ensuring all data is current and captured in relevant databases.
- Completes and maintains current files, case notes, Outreach Tracking Sheets, daily intakes/discharges and relevant client information.
- Completes agency required staffing documentation such as Comvida scheduling, leave requests, and expense claims.
- Performs other related duties as required.

Job Types: Full-time, Fixed term contract
Contract length: 5 months
Pay: $31.56 per hour
Expected hours: 12 – 16 per week
