ResponsibilitiesPRIMARY PURPOSE
Provides strategic HR leadership for BCRTC, ensuring alignment with organizational goals and fostering a respectful and inclusive workplace culture. Oversee key HR functions, including the development and execution of attraction and retention strategies that support business needs, exempt employee management matters, Occupational Health and Wellness, Training, and Payroll to support corporate strategies, priorities and regulatory compliance. Leads business improvement initiatives within assigned areas to align with corporate priorities, ensuring delivery of high-quality HR services through people practices and competencies. The Director, BCRTC HR Services, is a member of the Executive Senior Leadership Team (ESLT) and serves as the primary liaison between BCRTC Leadership and TransLink's People and Culture leaders, to optimize delivery of HR services to BCRTC.
KEY ACCOUNTABILITIES
Provides strategic HR leadership for BCRTC, ensuring alignment with organizational goals and fostering a respectful and inclusive workplace culture.
Oversee key HR functions, including the development and execution of attraction and retention strategies that support business needs, exempt employee management matters, Occupational Health and Wellness, Training, and Payroll to support corporate strategies, priorities, and regulatory compliance.
Leads business improvement initiatives within assigned areas to align with BCRTC priorities, ensuring delivery of high-quality HR services through collaboration with TransLink People and Culture. Maintains up-to-date best practices and labour market trends. Provides clear guidance and direction, encourages effective teamwork, promotes a high-performing culture, and drives ongoing continuous improvement across the HR department.
As a member of the Executive Senior Leadership Team (ESLT), collaborate with ESLT members to develop and implement HR and people development strategies, promoting an inclusive culture focused on belonging.
Ensures effective application and continuous improvement of HR policies, programs, processes and tools, making modifications as needed to achieve business objectives.
Directs short and long-term health and wellness strategies, including attendance management, WorkSafe BC and non-occupational claims management, disability management, accommodations, recover-at-work programs, regulatory medical assessments, pre- employment screening, critical incident stress management, respectful workplace program, oversight of safety-critical roles and personnel, and interactions with the Chief Medical Officer, ensures that the appropriate structure and framework exists to provide a safe and healthy workplace for employees.
Provides strategic oversight of BCRTC's Training strategy, ensuring competency-based development and regulatory compliance, and of safety, compliance and vocational knowledge, technical skills and abilities. Ensures the necessary processes and controls are in place to monitor, track and deliver regulatory training requirements. Provides leadership to develop skills assessment policies, practices and procedures that capture required competencies.
Guides development of employee experience, EDI, and engagement strategies.
Works collaboratively with the Director, Labour Relations and the labour relations team, maintaining effective union relationships and ensuring regulatory compliance with agencies such as WorkSafe BC, Technical Safety BC and the BC Human Rights Tribunal. Ensures regulatory compliance with all applicable laws and regulations in the areas of employee training, disability management and workplace management and payroll.
Oversee the administration and delivery of BCRTC's payroll, ensuring compliance with regulatory requirements and adherence to payroll deadlines.
Develops and maintains a collaborative and positive relationship with TransLink People and Culture, ensuring that people and culture services are delivered effectively. Serves as primary strategic and operational liaison between BCRTC leadership and TransLink's People and Culture team.
Leads departmental budget preparation, quarterly forecasting, performance management reporting to ESLT, and oversight of external service providers and expenditures.
Champions innovation and progressive change to meet organizational needs and represent BCRTC on corporate and enterprise committees and project teams.
Manage staff, providing leadership for hiring, training, development, coaching and performance management, ensuring adherence to best practices in people management.
QualificationsEDUCATION AND EXPERIENCES:
The requirements for this job are acquired through a degree in a related field such as Business Administration or Human Resources, and a minimum of ten (10) years of senior management and leadership experience in strategic HR management, employee relations, Occupational Health & Wellness, Training, Payroll and general Human Resource leadership within a complex unionized environment. An equivalent combination of education and experience may be considered.
OTHER REQUIREMENTS:
Advanced knowledge of theories, concepts, practices and methods pertaining to general Human Resource functions, Occupational Health & Wellness, Training, and Payroll along with investigative and dispute resolution skills, with ability to achieve cost-effective results and mutually beneficial settlements.
Exceptional interpersonal and communication (written and verbal) skills to offer expert advice, guidance and influence across all organizational levels, including the Board of Directors and Executives, positively impacting culture.
A solid understanding of related legislation and governance frameworks, including Freedom of Information and Protection of Privacy Act, and Collective Bargaining Agreements.
Expert problem-solving and decision-making skills with ability to identify, diagnose and make recommendations on diverse employee and workplace-related issues.
Strong project management, advanced coaching, and leadership skills to drive teams and support employee performance in a multi-union environment.
Expertise in developing and executing corporate strategies, applying business metrics to achieve objectives, and implementing innovative practices that comply with all relevant legislation, acts and regulations.
Experience with implementing HR Management systems would be an asset.
Skilled in strategic planning, setting effective targets and monitoring results in reporting areas.

Rate of PayThe salary for this position ranges from $130,400 - $195,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
