Responsibilities

PRIMARY PURPOSE

Responsible for providing leadership and oversight in ensuring a culture of safety for all BCRTC work involving contractors, including capital and expansion projects and any workplace where BCRTC is acting as Prime Contractor. Ensures project activities and contractor procedures are in compliance with all related policies and regulatory requirements and participates in the company's interactions with regulatory agencies including WorkSafeBC, Technical Safety BC, and Transport Canada. Collaborates with the Director to develop appropriate and comprehensive safety strategies and plans. Works closely with internal and external project managers to ensure proper safety risk mitigations are in place in all phases of projects. Establishes and maintains procedures, processes, and standards related to Prime Contractor designation and responsibilities. Engages effectively with workers, managers, supervisors, executives (ESLT), and the Board of Directors as required.

Key Accountabilities

Provides leadership and oversight in ensuring a culture of safety and commitment to "Zero Harm" for all BCRTC work involving contractors, including capital and expansion projects and any workplace where BCRTC is acting as Prime Contractor. Collaborates with the Director and stakeholders in Maintenance, Operations, and the Asset Integration Office (AIO) to develop and implement appropriate and comprehensive safety strategies and plans. Provides training as needed to AIO and project teams on safety practices.

Develops, implements, and manages safety programs, projects, and initiatives that promote safe work practices for contracted work in order to mitigate risks and eliminate or minimize harm. Implements appropriate standards, guidelines, practices, policies, and processes, including necessary controls to identify and mitigate risks, report critical issues, and recommend actions to the Director.

Ensures capital project activities and contractor procedures are in compliance with all relevant safety standards and regulations, including BCRTC's Safety Management System (SMS), WorkSafeBC (WSBC) and Technical Safety BC (TSBC) regulations, and Transport Canada standards. Responsible for reviewing contractor safe work procedures for completeness, applicability, and alignment to required regulations and standards, and identifying changes or adjustments as necessary.

Oversees execution of safety inspections and risk reviews of capital projects and contractor work areas to identify risks and determine appropriate mitigating actions. Monitors those actions to ensure risks are addressed in a proper and timely manner.

Establishes and maintains procedures, processes, and standards related to Prime Contractor designation and responsibilities. Ensures Prime Contractor responsibility is clearly defined for all capital projects involving BCRTC, and for any other BCRTC work involving contractors.

Participates in interactions with regulatory agencies such as WSBC and TSBC pertaining to project and contractor activities, addressing a wide range of issues and ensuring appropriate issue resolution and closure.

Chairs and participates in various safety-related committees and work groups, offering the division's safety perspective to planning activities and initiatives. Ensures worker and operational safety enhancements and continuous improvement are on the forefront of the discussion.

Collaborates closely with other Rail Safety & Security teams to provide subject matter advice to executives, directors, managers, and supervisors on contractor and project safety matters, recommending actions to support a strong safety culture and compliance. Supports and reinforces a culture of safety across the organization, so that customer expectations are met through the consistent application of standards, processes, and procedures.

Collaborates with Procurement and other departments in the integration of contractor safety management in the bidding process, including documentation, review, and selection activities.

Supports the Director in engaging with the ESLT and the Board of Directors to provide regular updates on project and contractor safety issues, initiatives, challenges, and strategies for improvement.

Collaborates directly with the data analytics team to prepare comprehensive executive-level reports regarding project and contractor safety performance, outlining key metrics, trends, and areas for enhancement.

Liaises with the Training department to develop and deliver proper training and materials for contractor safety orientations.

Oversees and manages departmental expenditures, assisting in the preparation of the departmental budget in collaboration with the Director.

Leads and manages a team of reporting staff covering day and night operations, focusing on hiring, development, coaching, performance management, and all aspects of people management.

Qualifications

EDUCATION AND EXPERIENCE

The requirements for this job are acquired through a degree in a safety-related discipline, plus 8 (eight) years of progressive experience in safety-related fields including senior-level roles. Experience in Transit occupational safety (especially in a rail environment), Construction safety, project management, and achievement of a Canadian Registered Safety Professional (CRSP) designation would be considered significant assets.

An equivalent combination of education and experience may be considered.

Other Requirements

Advanced working knowledge of concepts, principles, practices and techniques pertaining to safety in an operations and maintenance rail environment.

Advanced knowledge of contractor safety management methods and approaches in an operational and construction environment.

Advanced knowledge of regulations, protocols, procedures, concepts, principles, practices, and techniques pertaining to safety.

Advanced knowledge of relevant safety policies, legislation, and legal terminology.

Advanced knowledge of public transportation modes, infrastructure, and operating systems.

Advanced communication and interpersonal skills to be able to propagate a culture of safety and liaise with leaders and staff across the enterprise, and with external stakeholders.

Solid problem-solving skills with advanced analytical skills to identify innovative approaches and recommend solutions to mitigate risks.

Excellent prioritizing, organizing, and time management skills.

Advanced working knowledge of standard office software, including word processing, spreadsheets, presentations, and web-based systems.

Knowledge of contractor pre-qualification and pre-selection systems (e.g., ISNetworld, Avetta, etc.) would be considered an asset.

Ability to work flexible shifts (limited and arranged in advance) and being able to act as the main point of contact for all staff throughout their assigned shifts.

Solid leadership skills to manage a team of staff or contractors, and to lead projects and initiatives.

Rate of Pay

The salary for this position ranges from $107,200 - $160,800 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
