Position Summary

The Emergency Preparedness Coordinator supports Seabird Island in strengthening community safety, resilience, and readiness for emergencies and disasters. Under the direction of the Economic & Community Development Officer, this position coordinates emergency preparedness, training, and response planning activities that protect people, infrastructure, and the environment. The role contributes directly to Seabird's community safety goals identified in the Comprehensive Sustainable Community Plan, the Tó-lstelómet Plan, and the Seabird Island Strategic Plan 2025–2030.

What you'll do

Program Coordination and Planning

  • Coordinate and maintain Seabird Island's Emergency Preparedness and Response Plan, ensuring alignment with the CAO's authority and provincial/federal frameworks.
  • Support community risk, hazard, and vulnerability assessments, including climate adaptation and mitigation strategies.
  • Maintain operational readiness for the Emergency Operations Centre (EOC) by ensuring up to-date contact lists, resource inventories, and logistical readiness.
  • Coordinate planning and response integration across departments such as, but not exclusive of, Public Works, Health, Facilities, Housing, and Justice to ensure a cohesive and comprehensive approach to emergency management.
  • Track and coordinate projects and initiatives related to community safety, flood and fire mitigation, evacuation planning, and infrastructure resilience.

Training, Education, and Engagement

  • Coordinate and deliver emergency preparedness training, tabletop exercises, and community drills for staff, volunteers, and residents.
  • Facilitate community education campaigns focused on household preparedness, evacuation readiness, and climate resilience.
  • Engage Elders, youth, and community groups in building awareness and capacity for emergency response using culturally appropriate methods.

Partnership and Collaboration

  • Liaise with external agencies and partners including Emergency Management BC, Indigenous Services Canada, First Nations Health Authority, regional and municipal emergency services, and the RCMP.
  • Support participation in regional mutual aid networks and emergency management committees.
  • Collaborate with departments and community programs to strengthen safety and preparedness across all sectors.
  • Support grant applications and reporting for emergency management, climate adaptation, and community safety initiatives.

Administrative and Reporting

  • Maintain accurate records, logs, and documentation of emergency planning, training, and incidents.
  • Prepare reports, briefing notes, and recommendations for the Economic & Community Development Officer and CAO.
  • Track project budgets and funding related to emergency preparedness and community safety.
  • Support monitoring and evaluation of emergency preparedness goals and report on community readiness indicators.

Other Duties

  • Additional responsibilities as needed to support the community and uphold our shared values.

What you bring

Required:

  • Diploma or certificate in Emergency Management, Public Safety, Environmental Studies, or a related discipline.
  • Minimum two (2) years of experience in emergency management, community safety, or coordination of public safety or climate adaptation programs.
  • Knowledge of Emergency Management BC and ISC Emergency Management Assistance Program frameworks.
  • Strong understanding of Indigenous community governance, cultural safety, and trauma informed approaches.
  • Proficiency with Microsoft 365 and emergency management software tools.

Preferred:

  • Experience working within a First Nations community or government setting.
  • Knowledge of Seabird Island's geography, infrastructure, and community safety networks.
  • Valid Class 5 BC driver's license and reliable transportation.
  • Current First Aid, WHMIS, or related safety certifications.

  • Understanding of intergenerational trauma and its impacts on Indigenous peoples and communities.

Working / Special Conditions

  • Initial and ongoing employment is subject to submission of a clear Criminal Record Review Program Check to ensure the safety and trust of the communities we serve. This check will be conducted every five years.
  • Initial and ongoing commitment to the values and guidelines of Sq'éwqel (Seabird Island Band), including our policies, procedures, standards of practice, and laws, is essential. This commitment supports our collective work, the community, and the responsibilities of this role.
  • Must possess a valid class 5 driver's license and have access to safe and reliable transportation, insured for community-based use, to effectively engage and support projects, work, and initiatives.
  • Flexibility in working hours may be required, including evenings and weekends, to accommodate the needs and schedules of community needs. Employees will be given as much notice as possible to any changes in schedule.
