Time and Absence Administrator

Working in the Emergency Services Department at Strathcona County, the Time and Absence Administrator is responsible for ensuring that all payroll-related functions for the department are processed accurately and in accordance with federal and provincial legislation, the collective agreements, corporate policies and procedures. This position also plays an integral role in supporting the human resource related functions of Emergency Services to ensure corporate and department policies and procedures are adhered to.
**Responsibilities**
- Work closely with department employees to provide advice, guidance, and training on time processes that includes hours of work, breaks, earned day off program, averaging agreements, management flex time, extra time/overtime, on call/call back, paid/unpaid leaves, statutory and non-statutory paid holidays etc.
- Provide support and guidance on absence processes including complex absence scenarios
- Liaise with HR Business Partners, Disability Management, Benefits, Payroll and departmental staff to support all absence processes, vacations and leaves (illness, maternity/paternity, special, compassionate, long-term disability, unpaid LOA etc.)
- Maintain, process and audit vacation accruals, sick accruals, and other leave accruals (i.e. overtime and lieu days) to ensure accuracy to guidelines and the collective agreement
- Responsible for upload of time entry information from scheduling system and timesheets into the corporate payroll system
- Administrative and records management to ensure accurate audit requirements
- Provide back-up support and coverage for the Accounting Assistant, processing corporate PCard and reconciling and coordinating approval of expenses
**Qualifications and Skills**
- Post secondary certificate in a related field; diploma preferred, with a minimum of 5 years experience
- Payroll Compliance professional (PCP) would be an asset
- Experience in a union environment preferred, with the ability to interpret and administer union agreements (IAFF) and classified (non-union) handbook and guidelines
- Process oriented with the ability to prioritize and manage detailed work within tight deadlines
- Ability to build strong relationships with various works groups and stakeholders
- Use critical thinking to anticipate potential issues and be resourceful in finding solutions using sound judgement
- Ability to work in a fast paced environment with high attention to detail
- Advanced computer skills and technical aptitude to operate in multiple systems including scheduling software, HRIS (Oracle), Microsoft Office 365 including advanced Excel
- Excellent verbal and written communication and presentation skills
