**Job Description**:
**POSITION PURPOSE**

Reporting to the Manager, Community Programs, is responsible for managing and coordinating the development, implementation and monitoring of new and ongoing program initiatives; development and monitoring of contracts; overseeing health promotion and prevention management initiatives and programs; leading the development of provincial, federal, regional funding submissions and reporting requirements; supervising homelessness data collection, analysis and reporting, policy support and research, and leading program compliance to ensure effective integrated delivery of Regional programs to enhance the homelessness service system in the Region.

**MAJOR RESPONSIBILITIES**
- Leads program planning and project management activities and supervises the development and implementation of capacity building initiatives that support homelessness prevention, diversion, and health promotion.
- Consults with health practitioners, community stakeholders, service providers, people with lived experience, staff and/or residents in the development, evaluation and/or revisions of program-related initiatives and identifies best practices to embed the social determinants of health and health promotion principles into housing stability and homelessness prevention programs.
- Conducts research on topics including social determinants of health, harm reduction and homelessness prevention; prepares briefing notes and reports; co-ordinates the development of program policies, procedures and program standards; maintains monitoring processes to ensure ongoing review.
- Reviews and interprets legislation and provincial guidelines and provides recommendations related to new and existing policies and programs.
- Liaises with community agencies and monitors compliance with program requirements; analyzes and recommends solutions for non-compliance and to enhance equitable outcomes in collaboration with the Manager, Director and/or Branch Head.
- Develops and maintains close working relationships with diverse stakeholders, including people with lived experience, healthcare providers, government/non-governmental agencies, and the public, to facilitate the delivery of services.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures efficient, effective, and responsive client services that consider individual and community needs balanced against fiscal and legal responsibility.
- Assumes functions of the Manager in that person’s absence, as directed.

**QUALIFICATIONS**
- Successful completion of a University Degree in Public Administration, Social Sciences, Business Administration or related field or approved equivalent combination of education and experience.
- Minimum three (3) years progressively responsible experience in program development, management and/or delivery, program evaluation, project management, policy and planning and demonstrated supervisory or leadership experience.
- General knowledge of community services and homelessness programs, health promotion strategies, social determinants of health, harm reduction, public policy, practices and issues, the political environment, and current housing and homelessness issues.
- Knowledge of and demonstrated systems thinking ability and change management design, process and implementation strategies.
- Demonstrated proven project and contract management skills, ability to effectively supervise, evaluate contractors and consultants, and resolve complex issues.
- Demonstrated knowledge of relevant Standards, Acts, Legislation and Regulations, including the Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act (AODA).
- Leadership ability to foster and maintain positive and effective working relationships, lead multiple projects and cross-functional teams with varying resources and conflicting/competing timelines.
