Strategic Plan, including implementing the change process; coordinating a cross department housing steering committee; developing reports for senior management, Regional Council, and the Housing York Inc. Board of Directors; leading internal and external project teams and working groups to support the goals of housing strategies; and developing partnerships. **MAJOR RESPONSIBILITIES** - Project manages the development of various housing strategies, including the Region’s 10-year Housing and Homelessness Plan and Housing York Inc. Strategic Plan, working closely with internal and external partners and ensuring strong linkages across the Branch, the Community and Health Services Department and other departments. - Program plans, project manages activities and develops ongoing work for the cross-department housing steering committee including the development, implementation, reporting (to senior management and Regional Council) and maintenance of the committee’s work plans. - Creates an evaluation framework for monitoring and reporting all strategy outcomes including developing key performance indicators. - Facilitates discussions and focus groups both internally and externally to establish linkages, develops collaborative partnerships, review progress, identifies priorities, innovation and sequence and implements actions moving forward. - Mobilizes and coordinates efforts and resources around the actions and advocacy areas as well as identifies connections with work currently being done across all departments in the corporation and/or in the community to identify partners and engage resources required. - Reports to the cross department housing steering committee regularly for issue resolution, decisions and recommended direction. - Delivers presentations, facilitate discussions and coordinates meetings to resolve issues and spark innovation. - Develops and delivers presentations and promotes the housing strategies’ goals and objectives to various internal and external stakeholders at all levels of the community including local municipal councils and senior management teams of partners. - Researches and conducts analysis on pertinent issues and trends for management to make informed program and policy decisions including the monitoring and reporting on legislation and policy from other jurisdictions with implications for housing strategies. - Monitors and evaluates program delivery to meet goals and objectives of the Branch and the Department while ensuring that standards are met and follow governing legislation. - Provides recommendations for the direction in the development and implementation of program plans, and policies and procedures ensuring consistency and alignment of all plans with broader corporate plans, standards, and business goals. - Participates in the strategic and operational planning and the development of the communication strategies and annual Housing York Inc. business plan and leads annual progress reporting for the 10-year housing and homelessness plan. - Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices. - Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies. - Participates, organizes or acts as Department representative on various internal and external committees, working groups, task forces and focus groups, as directed. - Manages information in accordance with legislation and corporate standards. - Performs other duties as assigned, in accordance with Branch and Department objectives. **QUALIFICATIONS** - Successful completion of a University Degree in Social Services, Public Administration, Community Development, or related field or approved equivalent combination of education and experience. - Minimum three (3) years’ experience in in the community housing field, program development and evaluation, strategic planning, political acuity, community consultation skills, and
