Position Overview
- The Chief Transformation Officer (CTO) serves as a change leader to support the City’s journey to transform and modernize its business processes and services. The CTO articulates, defines, and communicates the City’s strategic vision and identifies the focus areas and what guidance and supports are needed to achieve that vision.

The CTO occupies a unique place in the City of Burlington’s leadership structure with a direct mandate from the City’s CAO to execute the prioritization of the corporation’s strategic initiatives by enabling departments and service areas to follow through on priorities, business processes, drive performance, challenge conventional thinking, and improve City’s operations and KPIs.

**Responsibilities**:

- The CTO will be responsible for:
- Working with the City’s departments to prioritize, sequence, and provide recommendations and strategic advice for activities that best advance the City’s transformation agenda.- Working directly with key stakeholders to identify dependencies, connect initiative leads, encourage collaboration, and provide an integrated roadmap for the City’s corporate priorities.- Working closely with department and unit leaders to understand pain points, concerns, and provide proven methodologies that can accelerate and improve service delivery.- Conducting detailed process mapping and gap analysis. Mapping out current performance management processes for each area and identifying pain points and areas for change.- Establishing reporting mechanisms to provide visibility into key performance metrics, facilitating informed decision - making and ensuring alignment between corporate and digital business organizational goals.- Developing roadmaps to lead a path towards the success of transformative initiatives and regularly report progress to the CAO, relevant stakeholders, and Council.- Developing plans to ensure sustainability, transfer of ownership and adoption or transformation measures across service areas for long-term impact.- Developing pilot programs in select departments to test proposed changes and gathering feedback for refinement.- Training staff in utilizing new performance management tools, processes, and metrics effectively.- Monitoring the adoption/uptake of new business processes, ensuring downstream and organizational shifts from senior leadership to individual contributor job levels.- Prioritizing capacity building and change management, ensuring that staff are equipped with the necessary skills and support to embrace new practices effectively.- Challenging conventional thinking and proving creative, innovative approaches to responding to challenges and barriers within service areas.

**Requirements**:

- The Chief Transformation Officer (CTO) must exhibit strong leadership and change management abilities. The role requires excellent communication and collaboration skills to articulate and drive the City's strategic initiatives, foster departmental alignment, and influence stakeholders. The CTO should excel in performance optimization, innovation, and problem-solving, challenging conventional thinking to improve operations and KPIs.- University Degree in Business Administration and Information Technology or a related area- A minimum of 10 (ten) years of experience leading diverse teams.- MBA is considered an asset.- Multi-sector experience considered an asset.
