As a member of the Community Standards and Compliance team, reporting to the Manager, By-law Standards, the Training Officer (Compliance) is responsible for leading the training program for Compliance Officer I and II’s. The training program includes the legislative, enforcement, investigation, evidence gathering and animal handling components of the CO I and II positions. The training program will incorporate classroom, ride-along, field work, case file management and court process and related training. This individual will also be accountable for leading the evaluation process of trainees.
The Training Officer is required to be able to present information and train staff through a number of mediums including: presentations, case studies, on the job training, instructor led training, coaching, and verbal and written feedback.
In delivering the service, the Training Officer is required to flex their schedule to be able to provide ride-along and in field training to staff. The individuals they train work a 7 day per week schedule between the hours of 8:00 a.m. and 6:00 p.m., therefore, work outside regular hours would be required.
**DUTIES & RESPONSIBILITIES**:
- Designs, develops, implements and evaluates the delivery of specialized training for Compliance Officers to meet the changing needs of Community Standards and Compliance
- Delivers a combination of classroom and in field training
- Provides training to staff on the following:
- The collection and storing of evidence
- The serving of court documents
- Understanding court proceedings and testifying in court
- Proper use of equipment
- Vehicle policy and care of vehicles
- Situational awareness and how to conduct site inspections
- The use of database systems
- Case file documentation
- Responsible to review summary offense ticket process and issuance of tickets
- Accountable for providing daily feedback and coaching
- Responsible for conducting ride-alongs with staff to provide in field feedback and coaching
- Develops testing criteria to evaluate staff
- Responsible for providing feedback to Supervisors on training program and trainees, including weekly assessments/reports
- Informs supervisors if new staff have been successful or unsuccessful in the program
- Responsible to provide feedback and coaching on customer service and de-escalation techniques through written and verbal communication
- Responsible to conduct annual reviews of policies and standard operating procedures, and collaborates with management to make changes
- Accountable to identify gaps and recommendations for improvements to standard operating procedures
- Regularly reviews trends and conducts research on by-law violation, potential difficulties with by-law content and improvements to enforcement procedures and recommends changes to the program
- Responsible to review notices, orders and business unit forms/ documents
- Responsible for maintaining database records of training plans for Compliance Officers
- Responsible for overseeing the onboarding for new staff, including initial set up and new hire training.
- Liaise with HRM legal, other business units, and individuals related to the enforcement of municipal by-laws
- May perform other related duties as assigned.
**QUALIFICATIONS**:
**Education & Experience**:
- Post secondary degree in public administration, criminology, political science, Law and Justice, or a related field may be considered
- 5 years’ experience as a lead instructor providing training in enforcement, OR
- 5 years’ experience in policing or regulatory positions that involve site inspections/investigations and laying charges before the courts
- Minimum 3 years’ experience with face-to-face customer service involving de-escalation
- Minimum 3 years’ experience with database software
- Valid Class 5 Drivers License
**Technical / Job Specific Knowledge and Abilities**:
- Excellent verbal and written communication skills
- Strong computer technology skills
- Ability to adapt multiple training techniques to engage trainees
- Demonstrated ability to deliver training one on one and in a group setting
- Ability to interact with animals including aggressive, injured or deceased animals
- Knowledge of municipal by-laws
**Security Clearance Requirements**: Applicants may be required to complete an employment security screening check.

**WORK STATUS**: Permanent, full-time.
**HOURS OF WORK**:Monday to Friday 7 hour shifts 8:30am - 4:30pm for 35 hours per week with occasional weekends based on operational requirements. Flex options to work outside of these hours and hybrid may be available
**SALARY**:NU07 on the non-union salary scale; $82,080 - $106,220. Salary to be commensurate with related education and experience.
