**Job Description**:
***:Under the general supervision of the Manager - Community Development, this position will work and collaborate with the community development and the business development teams to lead and support CEDC’s community development initiatives

**MAJOR RESPONSIBILITIES**:

- Coordinates complex economic development projects, including detailed analysis and work associated with the completion of research projects, economic development opportunities, and feasibility studies; prepares and implements related strategic and promotional plans.
- Tracks and analyzes key economic drivers, trends and challenges as an index to the vitality of the Thunder Bay area and region as key factors in a potential prospect's decision to relocate to Thunder Bay.
- Develops industry-specific workforce development strategies through strategic relationships and partnerships with local and external businesses, training and employment agencies, not-for-profit organizations, industry, government representatives and key funding partners.
- Leads the implementation and monitoring of workforce development strategies that provide research, tools and support services geared towards supporting talent development and attraction.
- Develops and executes comprehensive recruitment and retention strategies for prospective professionals to relocate to Thunder Bay. Researches, develops packages, and delivers promotional materials to promote Thunder Bay as a location of choice to work and live.
- Acts as a resource for industry, business and healthcare requiring assistance recruiting personnel inside and outside Thunder Bay.
- Maintains an up-to-date understanding of current provincial and federal funding assistance programs, regulatory updates and policy changes that impact Thunder Bay’s key employment sectors.
- Holds an active membership with regional, provincial and national council or stakeholder committees.
- Act as the primary point of contact and spearhead initiatives aimed at recruiting and retaining family physicians in Thunder Bay.
- Develops and implements community orientation initiatives & activities to promote opportunities within the community.
- Completes projects jointly undertaken by the City and provincial or federal levels of government, or other partners, as assigned.
- Performs such other related duties as may be assigned.

**QUALIFICATIONS**:
**Education/Experience**:

- Degree in a business administration, economics, or a related discipline; and
- Minimum three years’ professional experience related to talent attraction and retention and/or community development
- Minimum of two years’ professional experience in program or project delivery
- Knowledge of related municipal, provincial, and federal government operations and programs, municipal economic development, federal and provincial funding programs, and non-governmental funding sources

**Skills/Abilities**:

- Ability to establish and maintain effective relationships with Administration, Union executives, superiors, co-workers, employees, and the general public
- Excellent project/time management, analytical/critical thinking, problem-solving, and decision-making skills
- Ability to exercise independent judgement when dealing with confidential and sensitive issues
- Ability to plan, develop, and deliver presentations to a variety of audiences, including the ability to skilfully handle on-the-spot questions from senior officials, special interest groups, and the media
- Ability to function and contribute as an effective team member and to work independently
- Strong leadership skills, including the ability to direct, motivate, evaluate and recognize staff
- Superior ability to communicate effectively and concisely, both orally and in writing
- Political acumen and the ability to establish and maintain effective working relations
- Competent within the meaning of the Occupational Health and Safety Act

**Assets**:

- Certified Associate in Project Management (CAPM) or Project Management Professional (PMP)
