The Stó:lō Xwexwílmexw Government (SXG) unites six First Nations of the upper Fraser Valley of
British Columbia, including Áthelets (Aitchelitz), Leq’á:mel (Lakahahmen), Sq’ewá:lxw
(Skawahlook), Sq’ewqéyl (Skowkale), Ch’iyáqtel (Tzeachten), and Yeqwyeqwí:ws (Yakweakwioose).
The sovereign nations of the SXG have always been in this region and have never signed a treaty or yielded their territories, natural resources, governance, or jurisdiction. Law making powers of the
SXG include lands, natural resources, child and family, education, culture, gaming, taxation, and justice.
The SXG, in partnership with the British Columbia Treaty Commission (BCTC), is now in the final stages of negotiations with BC and Canada. The new Self-Government Agreement is one of the first of its kind, a living tree - organic and changeable.
The Chief Executive Officer (CEO), taking direction from the Board of Directors (Six Stó:lō Nation
Chiefs) of the Stó:lō Xwexwílmexw Government (SXG), is responsible for coordinating the overall representation of the SXG to all external and internal stakeholders. Additionally, the CEO ensures the overall fiscal responsibility of the SXG and works to ensure the ongoing success of the day-to
- day operations. This position is the primary liaison between the SXG Board of Directors and the multiple units working under the jurisdiction of the Stó:lō Xwexwílmexw Government, and leads management and staff in operationalizing and implementing the organization’s strategic direction.
**Responsibilities**:
**Treaty**
- Technical Advisor to the Stó:lō Xwexwílmexw Treaty Negotiators.
- Liaises with the British Columbia Treaty Commission on behalf of the SXG’s Negotiation
Team.
- Writes reports for the BCTC and provides documentation where necessary.
- Provides support to the SXG Treaty Negotiators and all SXG Treaty Side Tables.
- Oversees the writing of the Treaty-Related Measures (TRM) proposals and ensures the execution of TRM projects.
**Leadership & Operations**
- Models and instils a commitment to ethical conduct and respect.
- Manages the day-to-day operations of SXG.
- Provides overall management (including budgets and work plans) of all units operating under the jurisdiction of the SXG.
- Implements and recommends personnel policies requirements, working conditions, and recommends salaries, wage scales, etc.
- Recommends and implements the recruiting, hiring, promotion, discipline, and firing of personnel in accordance with personnel policies.
- Communicates effectively and ensures clarity of management and staff roles and responsibilities.
- Manages organizational, team, and individual employee performance by coaching and mentoring.
- Guides SXG Operations, Communications, Outreach, and Research units.
- Ensures units have the capacity to achieve their goals and that staff have the tools, training and resources they need.
- Directs the Management Team in operationalizing and implementing the strategic direction set by the SXG Board of Directors.
- Determine staffing requirements for the government and its future growth.
- Develops and maintains collaborative relationships with all Stó:lō First Nation communities.
- Conducts all other relevant duties as requested by the Board of Directors.
**SXG Board Liaison**
- Supports the SXG Board of Directors in developing the vision and strategic plan to guide the government.
- Identifies, assesses and informs the SXG Board of Directors of internal and external issues that affect the government.
- Makes recommendations to the SXG Board of Directors for amendments to existing policy and development of new policy where required.
- Implements the decisions and policies of the SXG Board of Directors.
- Establishes appropriate administrative policies and procedures to carry out leadership decisions.
- Ensures that all briefing notes and all other required materials are prepared and delivered, to facilitate efficient and effective meetings.
- Chairs meetings for specified committees.
**Financial Management**
- Presents the accountant’s monthly, comparative financial statements to the SXG Board of
Directors.
- Works with the SXG Board of Directors to secure adequate funding for the operation of the government.
- Researches funding sources and advocates for increased funding of the government.
- Implements a budgetary control system and assists all units operating under the jurisdiction of the SXG in budget monitoring and auditing.
- Ensures that all requirements for the annual audit are met.
- Ensures the exact recording of all financial transactions; reviews the General Ledger listings.
- Authorizes the expenditure of monies and the acceptance of tenders or contracts for items within the approved budget.
- Reviews contracts and tenders.
- Ensures that all reporting requirements are met for external funders.
**External Relations**
