The job is accountable to provide a safe and healthy working environment for Division students and staff. This is achieved through the management of three areas Maintenance Services, Capital Projects, and Hazardous Materials. The job is responsible for the coordination of capital projects, major and minor construction projects and maintenance in Division schools, buildings and grounds, including associated infrastructure. Services are delivered through a team of supervisors and specialists.
The incumbent directs the performance review program in the three functional areas and will be involved with management and staff in the orientation and implementation of respective programs to support the successful achievement of the department’s goals.
The job also supports the Superintendent of Facility Services in aspects of service delivery within the department.
**Responsibilities**:
- Lead a team of supervisors and specialists including assigning and evaluating work; training and coaching; recruitment and selection; employee engagement; workforce and succession planning
- Participate in the disciplinary and grievance processes
- In consultation with the team review, monitor and improve operations to achieve maximum efficiencies and maintain a high level of services
- Oversee the four functional areas to ensure activities and deliverables align with Division goals, objectives and priorities.
- Direct staff to ensure the Division’s maintenance, renovation and construction projects are completed within budget, timelines and in compliance with quality and safety standards
- Respond to inquiries from schools and department staff regarding problems within the area of responsibility by providing clients and staff with technical advice and guidance, information and direction on issues of building and infrastructure maintenance and repair
- Collaborate with principals to develop site-based infrastructure lists
- Direct and guide the four functional areas to ensure materials, supplies and resources are purchased, distributed and maintained in an efficient and cost-effective manner
- Manage the creation, maintenance and updating of the Division’s Infrastructure Maintenance and Renewal (IMR) list
- Review and approve drawings and specifications prepared by architects and engineers for capital, modernization and renovation projects
- Collaborate with the supervisors in the maintenance of existing and develop new facility construction specifications and standards
- Provide guidance and advice in a clear manner to non-technical senior leadership
- Provide ongoing mentorship to all members of the infrastructure team
- Manage the preparation of construction documents for project tender
- Maintain a listing of consultants and general contractors which are evaluated and updated annually
- Participate in the department’s and Division’s short
- and long-term strategic planning activities
- Maintain technical knowledge through a range of professional development activities
**Job Qualifications**
- Project Management Professional designation an asset
- Knowledge construction and renovation principles, practices and projects
- Knowledge of human resource management theories, practices and principles, collective agreements, and related
- Knowledge of financial policies and procedures, tender processes and contract law
- Knowledge of records management principles including Freedom of Information and Protection of Privacy Legislation (FOIP)
- Knowledge of Workers’ Compensation Board, Occupational Health and Safety, Transportation of Dangerous Good (TDG), Workplace Hazardous Materials
- Information Systems (WHMIS) Legislation, Acts and regulations
- Awareness of purchasing, contract law and inventory control practices, principles and processes
- Knowledge of the education environment and an understanding of the Division’s operations and programs
- Advanced time management skills and the ability to handle multiple projects of varying sizes and magnitudes simultaneously
