**Job Description**:
***: Under the general direction of the Director, is responsible for the planning, controlling, direction and administration of the Supply Management Division. Specific responsibilities may be delegated to staff members, together with the necessary authority for their fulfillment, but the overall responsibility for results may neither be delegated nor relinquished.
**MAJOR RESPONSIBILITIES**:
- Directs the purchasing function and develops, recommends and administers corporate purchasing by-laws, policies, procedures and control systems.
- Participates as a member of the Corporate Services & Long Term Care Management Team in the development of strategic initiatives for the Department consistent with the overall strategic direction of the Corporation.
- Develops, recommends, and monitors Divisional goals and objectives, work plans and schedules.
- Develops and maintains standard practices and instructions covering systems and procedures in the Division.
- Ensures the review and approval of evaluations of bid award recommendations and disposes of surplus material and equipment.
- Negotiates commercial terms and conditions of major contracts and revisions as required.
- Initiates studies and investigations affecting normal Divisional operations so as to enhance and improve upon existing methods of operation.
- Maintains awareness and/or knowledge of trends in the purchasing field and purchasing in general.
- Reviews and co-ordinates short and long-range purchasing requirements of other Civic Departments.
- Prepares Divisional budget and controls expenditures accordingly.
- Hires, evaluates, terminates and disciplines staff.
- Directs the centralized civic stores of materials and supplies including the weigh scales.
- Liaises with other agencies, boards, municipalities and ministries to obtain the economic advantage of co-operative purchasing.
- Maintains thorough knowledge of all legislation and by-laws governing the purchase of goods and services on behalf of the City and ensures they are strictly followed by all Supply Management Division staff and Civic Departments.
- Responsible for the City of Thunder Bay tendering system and ensures that all Divisional staff and Civic Departments adhere strictly to its provisions.
- Ensures that appropriate security practices, material handling and ware¬housing techniques are employed to minimize damage to materials and safeguard facilities.
- Responsible for the printing and imaging services, budgets and results.
- Performs such other duties as may be assigned.
**QUALIFICATIONS**:
**Education/Experience**:
- Degree in business administration; and
- Professional Purchaser designation from the Purchasing Management Association of Canada and/or the Certified Professional Purchasing Officer designation from the National Institute of Governmental Purchasing, and
- Three to five years’ experience in the procurement of goods and services and inventory management
**Skills/Abilities**:
- Superior ability to communicate effectively and concisely, both orally and in writing
- Superior ability to establish and maintain effective working relations with members of City Council, private and public officials, subordinates, co-workers and the general public
- Strong leadership skills together with the ability to motivate staff
- Ability to improve Divisional effectiveness and efficiency
- Must be at an advanced skill level in word processing and spreadsheet software
- Must be competent within the meaning of the Occupational Health and Safety Act
**Assets**:
- Experience with SAP software
- Knowledge and functions of City Departments, outside boards and local community groups
**CONDITIONS OF EMPLOYMENT**:
