**Job Description**:
***:Under the general supervision of the Manager and as part of the Supply Management Team, is responsible for the effective and efficient management of the Procurement and the Printing and Imaging Services of the Supply Management Division.
**MAJOR RESPONSIBILITIES**:
- Participates with Division Manager in planning and implementing short
- and long-range goals and objectives, ensuring quality service.
- Coordinates the procurement of non-stock goods and services; directs the preparation of specifications and processing of competitive bids; coordinates product research; investigates and recommends alternate supply sources and procure methods; assures the maximization of human and equipment resource capacities.
- Responsible for the efficient and financial effectiveness of printing and graphics services, including equipment and stock planning, internal and external customer development, and assurance of client satisfaction.
- Assesses Section staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
- Supervises Section staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, discipline and termination decisions.
- Monitors and ensures compliance with applicable federal and provincial legislation and related regulations
- Develops and implements work plans and schedules, and takes appropriate action to ensure attainment of Section objectives; assists in the same processes for Departmental and Divisional activities.
- Assures compliance with Corporate programs and objectives, and takes corrective actions where required; participates in Corporate-wide initiatives and cross function teams, as required.
- Ensures accurate Departmental records are maintained in accordance with Corporate policies.
- Prepares and monitors annual capital and operating budget for the Section, taking corrective action to ensure budget compliance; assists in the development of Division budgets.
- Prepares reports, business cases, and customer surveys and studies; provides recommendations relating to the implementation of new and existing information systems technology services.
- Liaises with clients, vendors, suppliers, service providers, and staff in other organizations; maintains a high standard of public relations at all times; establishes partnerships with local agencies to establish, where possible, mutual standardization and collaboration that could result in cost savings, improved security, and increased efficiencies.
- Provides back up support for Supervisor - Supply Management (Inventory Control).
- Performs such other related duties as may be assigned.
**QUALIFICATIONS**:
**Education/Experience**:
- Degree in business administration, together with a designation in supply management and three years’ experience in inventory management and the procurement of goods and services; or
- Diploma in business administration, together with a designation in supply management and five years’ experience in inventory management and the procurement of goods and services; or
- Degree in business administration, together with 8 years’ experience in inventory management and the procurement of goods and services; or
- Diploma in business administration, together with 10 years’ experience in inventory management and the procurement of goods and services
- Three years of supervisory experience, preferably in a unionized environment
- Proven acumen in business and financial management, with the ability to improve Sectional effectiveness and efficiency through the management and utilization of human, financial and physical resources
**Skills/Abilities**:
- Possess a thorough understanding of applicable federal and provincial legislation and related regulations
- Ability to communicate effectively and concisely, both orally and in writing
- Ability to establish and maintain effective working relations with members of City Council, private and public officials, subordinates, co-workers, and the general public
