Advanced Education supports Albertans by providing the education and training opportunities they need to prepare for the workforce. This is accomplished by approving programs of study; funding public post-secondary institutions and other adult learning providers; providing financial aid for learners; and, supporting academic research and innovation.
Our programs and services are driven by two outcomes: (1) Albertan have the education and skills required to secure rewarding careers in the current and future labour market, and to drive Alberta’s recovery and prosperity; and (2) Alberta’s adult learning system is efficient, financially sustainable and globally competitive.
Within the Governance and Legislation Branch of the Strategic and Business Services Division, the Public Agency and System Governance (PASG) unit is responsible for providing comprehensive and strategic advice and services to the ministry of Advanced Education (AE) in the primary areas of:
- Public agency governance (including 21 public post-secondary institution boards and 3 university senates, the Campus Alberta Quality Council, the Minister’s Advisory Council on Higher Education and Skills, Premier’s Council on Skills, Skilled Trades Youth Ambassadors, and the Alberta Board of Skilled Trades. ()
- Agency governance supports (e.g., accountability and compliance; board appointments; and leadership in the department on agency governance matters)
- System governance (i.e., the structures, processes and relationships that support effective governance across the entirety of Alberta's skills and adult learning system).
**Role Responsibilities**:
The Governance Analyst is assigned multiple files with a focus on providing advice on board appointments, agency governance, and promotion of governance best practices, trends, and compliance with the Alberta Public Agencies Governance Act and related pieces of legislation. The Analyst supports a public agency communities of practice, promoting best practices for public agencies and board management by leading the development of a board orientation and training plan, drafting briefing materials and responding to Action Requests related to Advanced Education public agencies. The Analyst will also be the lead for drafting and reviewing operational policies for the Public Agency Governance team. Through research on leading governance practices and process improvements, the Analyst recommends enhancements to ministry and agency processes as well as to build capacity for governance.
The role and responsibilities include but are not limited to:
- **Project Management and Process Improvement**: contribute to enhancement/improvement projects and process measures so that the ministry has consistent and robust processes in alignment with APAGA and ministry governance priorities; lead process enhancement projects and assess need for additional research on governance best practices.
- **Governance Supports and Capacity building**: lead, plan, facilitate and deliver effective internal and external engagement, network, or information sharing sessions and events with Advanced Education public agency contacts; collect and respond to feedback for continuous improvement and enhanced governance capacity.
- **Cross-ministry projects and branch support**: coordinate and engage in cross-ministry initiatives, establish an evidence-based repository of best practices for governance, and develop briefing materials, presentations, correspondence, and Action Request (AR) responses to ensure the branch, division and department leadership have appropriate input for decision-making.
- **Communications and Issues Management**: draft letters, briefing notes, PowerPoint presentations, and other communication materials to respond to internal and external stakeholder concerns.
