**JOB SUMMARY**:
The Manager of Payroll Services is responsible for the timely and accurate processing of payroll (including pension), including overseeing the processing of pay for all employees, interpreting relevant policies and collective agreements, and ensuring compliance with government and stakeholder regulations. Other responsibilities include supervising and developing staff, adhering to financial controls, providing leadership to the team members, and focusing on system/process improvements.

**QUALIFICATIONS**:
**Education & Experience**:
Minimum: Specialized Community College Diploma, University Degree, or Industry Designation (Certified Payroll Manager and/or Payroll Compliance Practitioner)
Minimum: 4 to 5 years relevant experience.
**SKILLS REQUIRED**:
**Knowledge of**:
- Payroll/pension and related process, policies, rules, acts and regulations.
- Technology and software programs related to specific area and requirements (e.g., Human Resource Management Information Systems and minimum intermediate Excel skill level)
- Financial reporting as it relates to payroll.
- Benefits, transfers, etc. as required for payroll.
**Competencies**:
- Ability to lead a project team.
- Ability to use knowledge to provide recommendations for improvement.
- Attention to detail.
**BRIEF LIST OF DUTIES**:
- Work on special projects for improving payroll processing, including developing auditing, editing and balancing procedures and controls to ensure processing and distribution of payroll transactions are accurate, identifying opportunities for process and system improvements, and creating and promoting an environment of customer service.
- Manage all Department staff to ensure that the bi-weekly payroll process is completed accurately and on time, all statutory/negotiated payroll and benefit requirements are applied in a proper, consistent, and timely manner, including ensuring payroll and pension reporting requirements are met, monitor staff workload to ensure deadlines are met, address employee inquiries, liaise and prepare correspondence and information for the organization.
- Review calculations/authorize disbursements.
- Review working papers prepared by the Payroll Coordinator for the reconciliation of liability, payroll-related accounts receivable and payroll suspense accounts.
- Update payroll-related news items on Board’s intranet site.
- Monitor transfers of payroll data to Board’s general accounting system.
- Directly responsible for the supervision of 6 staff. Other
- Review practices and procedures and make recommendations for improvement.
- Provide leadership in collecting, processing, and reconciling information for the preparation and completion of T4s and associated reports.
- Review final monthly and year end working papers.
- Act as liaison with Board’s external auditors.
