**POSITION TITLE: Payroll Coordinator - Permanent**

**LOCATION**:Brockville Board Office

**REPORTS TO**: Manager of Payroll

**START**:Immediately

**FTE**:1.0 (35 hours per week)

**SALARY**: $70,791.00 - $92,026.00, commensurate with experience.

**NOTE: Effective September 1, 2025, the salary range will be increasing to $72,561.00 - $94,327.00, commensurate with experience.**

**JOB SUMMARY**:
**The Payroll Coordinator is responsible for the day-to-day operation of the Board’s payroll and pension services, including processing the bi-weekly pay, account reconciliations and analyses, remittance of government, statutory and benefit payments, general ledger interfaces, overseeing the overpayment recovery process, reporting employee pension contributions and service, and monitoring and supporting the Payroll Assistants.

**QUALIFICATIONS**:
**Education & Experience**:

- Minimum 2 to 3 years of Specialized Community College and Payroll Compliance Practitioner and/or Certified Payroll Manager designation.
- Minimum 2 to 3 years of relevant experience.

**SKILLS REQUIRED**:
**Specific knowledge of**:

- Technology and programs related to specific area and requirements (e.g., Human Resources Management Information Systems and minimum intermediate Excel skill level)
- Payroll, Pension and related processes, policies, regulations, acts and procedures.

**Competencies**:

- Minimum intermediate Excel with demonstrated experience using formulas, lookups, and pivot tables.
- Ability to provide training to staff.
- Detailed oriented.

**BRIEF LIST OF DUTIES**:
Payroll Administration
- With the support of the Manager of Payroll Services, coordinates the bi-weekly pay process to ensure all employees are paid accurately, on time, and in compliance with collective agreements, government statutes and Board policies.
- Plans and monitors the work of the Payroll Assistants, provides coaching, mentoring and develops training programs.
- Coordinates mass payments such as retroactivity/remedy payments
- Coordinates the overpayment process including making adjustments in the payroll system, completing journal entries, reconciliation and collections.
- Coordinates Record of Employment process
- Prepares, reconciles, and completes payroll remittances.
- Conducts account reconciliations.
- Completes the Pay Distribution and G/L interface processes.

Pension Administration
- Coordinates pension processing including bi-weekly payroll-based reporting.
- Review staffing changes and processes and reports terminations, leaves and disabilities.
- Coordinates under/missed contribution process including making adjustments in the payroll system, completing journal entries, reconciliation, and collections.
- Calculates pension adjustments for T4 purposes.
- Completes the Pension Plan Annual Report

- Payroll Department Banking
- Conducts fiscal and calendar year end payroll processes.
- Leads and/or participates in department and team meetings and special projects.
- A range of interpersonal skills are used to perform activities such as communicating basic pay information, communicating complex information such as entitlement calculations, communicating overpayments to employees, explaining pay issues to employees, listening to requests, and remaining calm when dealing with upset employees. Skills are most frequently used to communicate straightforward information.
- Physical effort may include constant fine finger/precision work and sitting for extended periods of time. There is an occasional requirement to travel.
- Tasks generally have procedures and policies to follow, including inputting information and determining causes of overpayments. A typical problem includes researching and resolving payroll discrepancies, e.g., under/(over) payment of salary.
- Problems tend to require data analyses, referencing established practices and policies, government regulations and Canadian Payroll Association (CPA) practices and guidelines.
- Does not formally supervise employees but, rather, provides direction, advice, guidance, support, input/feedback, training and mentoring to department members (Payroll Assistants.)
- Also required to organize and coordinate others’ work and delegate tasks. Participation on recruiting/interview teams is required. May be required to lead a project team.
