Position Summary
Under the general direction of the Supervisor, Recruitment & Selection, the Recruitment & Selection Advisor is responsible for managing and delivering all facets of recruitment, from the development of recruitment plans and the selection of new hires to effective workforce planning activities. The Advisor is a strategic partner and expert resource to their portfolios of departments. This position plays a critical role in ensuring the most qualified talent is sourced and hired to meet the requirements of the City.
KEY DUTIES & RESPONSIBILITIES
Lead full cycle recruitment, selection and workforce planning processes for a designated portfolio of departments; develop effective recruitment strategies and provide coaching, guidance and formal and informal training to hiring managers on issues pertaining to the recruitment and selection processes to attract and select the best talent. Maintain confidentiality throughout the full cycle recruitment process.
Prepare new hires for onboarding by completing and sending employment letters, contracts, terms, and conditions of employment. Enter new hire information into HRMS, complete and submit Action Forms to Payroll. Initiate the onboarding process in collaboration with Learning & Development to ensure a positive and seamless onboarding experience for new employees joining the City.
Provide input and analysis on potential risks and recommendations regarding hiring decisions to ensure hiring processes are followed consistently and fairly by all parties.
Interpret and address labour relations issues, HRMS data, job descriptions, policies, procedures, legislation, employment law, and collective agreements to make recommendations on recruitment and retention matters i.e. turnover, and hard to fill positions, in order to provide sound consultative advice to hiring leaders across the organization.
Research and implement new programs and initiatives and/or recommend changes to existing policies, processes, and programs; to identify potential recruitment opportunities, risks and issues.
Lead and participate in HR&OD projects and initiatives to ensure best practices are in place.
Responsible for the evaluation of recruitment and selection systems, identifying gaps and recommend solutions; gather and analyze metrics to track recruitment data; remain open and adaptable to recruitment system changes/upgrades and conduct research to assist in the development of improved policies and procedures.

Qualifications, Competencies
3-year Diploma in Human Resources or related field
2 years of recent and relevant experience in recruitment and selection. Experience in a unionized environment would be considered an asset
Recent and relevant experience in competency-based interviewing, administration of assessments and tests and recruitment metrics would be considered an asset
Preference for strong experience working with an Applicant Tracking System (ATS) along with various social media recruitment tools
Recent and relevant experience working with collective agreements and employment legislation, including Employment Standards Act, Accessibility for Ontarians with Disabilities Act, preferred
CHRP designation would be considered an asset

Ability to work in a team environment, liaise with key stakeholders and to function effectively with mínimal supervision
Advanced computer skills including MS Office
Strong time and project management skills with the ability to multi-task
Strong problem-solving skills with the ability to gather and interpret information
Strong analytical and research skills with the ability to formulate solutions to complex issues
Proficient knowledge of (related policies, legislation, Acts, initiatives etc.)
Ability to travel within the City limits to various City of Kingston facilities/departments
