As part of the Infrastructure Planning & Development team, the Program Coordinator provides leadership and coordination in planning, support and implementation on a range of capital projects, community engagement initiatives and other issues to support the key strategic goals and objectives of the Division and will support improved service delivery to vulnerable clients in Toronto.
**Major Responsibilities**:
Specifically, the Coordinator Programs will:
- Assist in the development of scope, schedule, budget, co-ordination and interfacing requirements of construction and/ or engagement projects related to new shelter projects.
- Assist with the development of designs and/or processes with external consultants.
- Lead community engagement, relationship management and representation on stakeholder advisory groups to build relationships among shelter sites, geographic and/or demographic communities.
- Oversee the development of policies, programs and services plans in support of one or more key Divisional priorities.
- Collaborate with other management staff to facilitate the development of goals and objectives for all programs.
- Monitor vendor work and identifies issues related to contract compliance. Assist in maintaining project records.
- Assist in the preparation of tenders, reports, Request For Proposals (RFP), Request For Quotations (RFQ), and provides bid analysis. Checks work of construction contractors to ensure adherence to regulatory requirements, City by-laws, policies and procedures.
- Review quotations, invoices, physical and financial progress of projects and assists in developing and maintaining budgets and schedules Co-ordinate and attend client, design and construction meetings to facilitate project delivery.
- Assist with investigating and responding to inquiries and/or complaints and providing technical guidance and expertise to program staff, construction contractors and design consultants with respect to projects. Ensure that relevant practices/methodologies, contract documents, City by-laws, codes, legislation and acts are adhered to.
- Lead and coordinate the addition of shelter locations, including conducting site visits for potential new shelter sites, preparing required reports, review new lease documents and extension agreement. Participate in the development of a lessons learned repository of information for the setup of new future locations.
- Coordinate staff work groups comprised of staff from all program areas and other divisional staff.
- Lead service user and stakeholder engagement activities to obtain feedback of service delivery.
- Uphold and promote harm reduction and housing first principles and practices in all initiatives employing an equity and diversity lens.
- Administer quality improvement and risk management activities within assigned area of control.
- Represent Toronto Shelter and Support Services (TSSS) on Divisional and community boards and committees.
- Maintain close and effective working relationships with officials at other levels of government, community agencies, elected City Officials, and Divisional staff throughout the City to maintain an awareness of trends and issues which may impact operations.
- Undertake applied and evaluative research projects as assigned.
- Monitor and analyze changing needs for the purposes of identifying necessary operational policy revisions and/or development.
**Key Qualifications**:
- Post-secondary education in business administration, social science or public administration discipline or an equivalent combination of education and experience.
- Considerable experience in planning and project management, methodology, and analysis.
- Experience in the planning, development, and implementation of programs and policies.
- Experience managing administrative and financial activities, ensuring compliance with divisional and legislative guidelines and policies through continuous monitoring and evaluation.
- Experience in engaging and developing partnerships with key stakeholders, including but not limited to community agencies.
- Understanding of construction practices, materials and methodologies.
- Strong understanding of the Project Management Process and project coordination.
