**Position summary**:
Based in the Knowledge and Strategic Services Division and reporting to the Director, the Manager is responsible for leadership and oversight of the Ontario Public Health Standards (OPHS) Foundational Standards at an organizational level and will be responsible for population health assessment and surveillance.

The Manager contributes to excellence in evidence-informed public health practice by promoting the development and integration of practice, education, and research within the Division, across the organization, and with key community partners. The Manager is also responsible for the management of assigned personnel and assisting the Director in overall divisional administration. As a member of the management team, the Manager promotes cooperative planning and decision-making with other teams and divisions.

**Responsibilities**:

- Leads and oversees portfolios associated with the Ontario Public Health Services Foundational Standards at an organizational level, specifically population health assessment and surveillance. Plans, implements, coordinates and evaluates assigned projects.
- Leads and oversees team activities related to ongoing collection, collation, analysis, and reporting of population health information, including data on health status, health behaviours, social determinants of health, preventive health practices, risk and protective factors, health care utilization relevant to public health, and demographic indicators, in accordance with the Population Health Assessment and Surveillance Protocol, 2018 (or as current).
- Develops and/or implements new policies and procedures related to areas of responsibility.
- Participates in relevant internal and external research studies, special projects, and committees related to agency and divisional priorities, including but not limited to population health assessment, surveillance, health equity, effective public health practice, or professional practice and development.
- Leads, supports and participates in knowledge exchange activities. Facilitates lectures and/or teaches courses in post-secondary educational facilities. Promotes public health curriculum development and implementation. Provides consultation and support to students and acts as preceptor.
- In alignment with the agency’s mandate, facilitates the dissemination and use of population health assessment, surveillance, research and evaluation evidence and best practices, and relevant Ministry standards, protocols and guidance documents, to support evidence-informed decision making.
- Manages external consultants and professional services related to relevant portfolios, as appropriate.
- Promotes an organizational culture of quality improvement by leading, supporting, and participating in the identification of tools, structures, processes and priorities to measure and improve the quality of programs and services.

**Requirements**:

- Masters degree in relevant field, PhD is an asset.
- Minimum of five years experience in population health assessment and surveillance, including extensive understanding of data relevant for public health practice, combined with progressive supervisory and administrative responsibility. Experience in public health is an asset.
- Knowledge of and demonstrated abilities related to processes and tools for ongoing collection, collation, analysis, and reporting of population health information.
- Experience with and keen understanding of approaches for analyzing data and reporting on health status, health behaviours, social determinants of health, preventive health practices, risk and protective factors, health care utilization relevant to public health, and demographic indicators, including the assessment of trends and changes, in accordance with the Population Health Assessment and Surveillance Protocol, 2018 (or as current).
- Knowledge of and demonstrated abilities in the areas of research, program evaluation, needs assessment, quantitative and qualitative data analysis, program planning, community partnership, and knowledge exchange and reporting.
- Knowledge of and demonstrated abilities in the areas of human resources, labour relations, team building, policy development, financial management, project management, and quality management.
