**Position summary**:
Based in the agency’s Knowledge and Strategic Services Division, the Manager, Health Equity Foundations is responsible for leadership and oversight of the Ontario Public Health Standards (OPHS) Health Equity Standard and public mental health foundations at an organizational level. The Manager leads the ongoing development and implementation of the agency’s health equity and public mental health philosophy, goals, objectives, and activities, and facilitates overall health equity and mental health promotion capacity building through leadership, guidance, collaboration, and expertise to the organization and the community.
Reporting to the Director, the Manager, Health Equity Foundations contributes to excellence in public health practice by promoting the development and integration of evidence-informed practice, education, knowledge exchange, and research and by providing leadership and expertise for the Health Equity Standard and for organizational-level public mental health strategies. Furthermore, the Manager contributes to the organizational mission of working with our communities to promote and protect health and prevent disease for everyone.
This position is also responsible for the management of assigned personnel and assisting the Director in overall divisional administration. As a member of the management team, the Manager promotes cooperative planning and decision-making with other teams and divisions.
**Responsibilities**:
- Leads and oversees the OPHS Health Equity Foundational Standard at an organizational level. Contributes to the development of program plans and logic models. Plans, implements, coordinates, and evaluates assigned projects.
- Leads and oversees the implementation of the foundations of public mental health, as outlined in the agency’s Public Mental Health Action Framework.
- Develops and/or implements new policies and procedures related to health equity and public mental health foundations.
- Leads or contributes to organizational equity, diversity, and inclusion efforts.
- Participates in relevant internal and external research studies, special projects, and committees related to health equity and public mental health foundations.
- Manages external consultants and professional services related to health equity and public mental health foundations.
- In alignment with the agency’s mandate, facilitates the dissemination and use of population health assessment, surveillance, research and evaluation evidence and best practices, and relevant Ministry standards, protocols and guidance documents, to support evidence-informed decision making.
**Requirements**:
- Masters degree in relevant field.
- Member in good standing with the appropriate professional college where applicable.
- Minimum of five years experience in public health or relevant community health setting, in particular in the areas of health equity and/or public mental health, combined with progressive supervisory and administrative responsibility.
- Demonstrated leadership and knowledge and skills in population health approaches, health equity, health policy, knowledge exchange, applied research, program planning, evaluation, and population health assessment and surveillance.
- Specialized knowledge and demonstrated leadership in the areas of health equity, social inequities in health, and social determinants of mental health and equity, diversity, and inclusion.
- Knowledge of and demonstrated abilities in the areas of mental heath promotion, prevention, and early intervention and referral. Experience with anti-stigma and discrimination messaging, engagement with persons with lived and living experience, and experience with trauma and violence informed practice and associated public health practices.
- Passion for and demonstrated commitment to equity, social justice, and anti-racist/anti-oppressive practices.
- Experience in developing and supporting collaborative relationships with different groups or agencies.
- Knowledge of and demonstrated abilities in the areas of human resources, labour relations, team building, policy development, financial management, project management, organizational change and change management, and quality management.
