**The Opportunity**:
Reporting directly to the Chief Administration Officer (CAO), the Director, Human Resources is responsible for
the strategic leadership, management, and administration of the corporate Human Resource (HR) function,
including labour and employee relations, collective bargaining, recruitment and staffing, organizational design,
succession planning and performance management, compensation and benefits, health, safety & wellness,
disability management, HRIS management, employee recognition and engagement, human resources policy
and program development, and learning and development.
**What you will do**:
- Work closely with the Chief Administrative Officer (CAO), the District Strategic Leadership Team (DSLT)
and Council, either directly or through applicable Committees, to advise on all matters pertaining to HR
program areas.
- Develop action plans and track progress towards achieving the HR-related goals in the District’s Strategic
Action Plan, including development and implementation of a Recruitment and Retention Strategy that
incorporates the goals of diversity, inclusion, and equity and positions the District as an employer of choice
in Muskoka.
- Prepare reports, budgets, recommendations, and presentations as required. Attend Council, Committees
and public meetings as required.
- Lead, direct, mentor and support departmental staff consistent with District values, policies and
procedures; including strategic planning, recruiting, development and performance evaluation.
- Act as a member of the DSLT. Advise and assist the CAO in carrying out their duties.
- Develop strategy and programs related to succession planning, staff development, performance
assessment and corporate training.
- Develop and promote good management / employee relations.
- Act as lead negotiator during collective bargaining. Liaise with unions to administer or resolve issues
related to the collective agreements.
- Manage comprehensive corporate health, safety & wellness programs based on regulatory requirements,
industry standards and recognized best practices.
- Develop, recommend, implement, administer, and ensure compliance of the total compensation program,
including salary, job evaluation and pay equity, benefits, and pension programs.
- Develop, recommend, implement, and administer HR policies and procedures. Provide advice & coaching
to managers and employees.
- Responsible for recruitment and staffing programs including sourcing, screening, testing, interviewing,
reference checking and employee orientation.
- Conduct and/ or review investigations, advise on policy violations and make recommendations for
corrective action.
- Develop, maintain, and report on HR and management information.
- Partner with Commissioner of Finance and Corporate Services in the successful delivery of joint services,
such as budget and complement control, payroll, benefits, union negotiations, policies, etc.
- Liaise with the various external lawyers, consultants, insurance brokers & carriers as needed.
- Lead and/ or undertake special projects for the corporation.
**What you will need**:
- University degree, or equivalent, in a specialized field such as public/business administration, labour
relations, or Human Resource Management.
- Minimum ten (10) years of progressively related experience including five (5) years in a management
capacity.
- CHRL designation or working towards an asset.
- Well versed in labour relations with demonstrated negotiating background and extensive knowledge of
provincial labour policies, procedures, and standards. Advanced level understanding of compensation,
payroll and benefits, job evaluation and pay equity.
- Ability to speak publicly and articulately as well as make decisions on complex and sensitive issues in an
impartial and authoritative manner while balancing multiple competing interests.
- Demonstrated experience in leadership and the ability to exercise a high level of independence.
