**The Opportunity**:
to management and staff in a variety of areas such as employee and labour relations, policy & collective
agreement interpretation, coaching, organizational design, staffing, investigations, attendance management,
training and development. The HR Manager will also have functional oversight of one or more corporate HR
programs (such as health, safety and wellness; disability management and attendance support; recruitment
and onboarding; employee engagement; and performance management).

**What you will do**:

- Provide advice and coaching to managers and staff on HR, and health and safety policies and procedures
- Develop, update, recommend and implement HR programs, policies and procedures. Keep abreast of

developments and impending changes to legislation and make recommendations to ensure compliance.
- Work with managers, staff and union representatives in resolving employee and labour relations matters,

including grievances.
- Participate in or lead union contract negotiations including assisting with the development of labour

negotiation strategies.
- Conduct investigations, advise on policy violations, and make recommendations for corrective actions.
- Provide expertise and guidance to managers and staff on disability and other accommodation requests.
- Provide coaching and support to hiring managers through staffing, recruitment and on-boarding processes.
- Work collaboratively at department and divisional levels to help design new structures and jobs to meet the

ongoing operational needs, including development of organizational charts and job descriptions
- Manage one or more of the following corporate HR programs:

- Comprehensive health, safety and wellness programs;
- Attendance support programs including managing short term disability and long term disability
claims;
- Corporate recruitment processes including staffing needs analysis, attraction methods (job postings,

advertising, etc.), screening, interviewing, selection, pre-employment assessments, and preparing
offers of employment. Coordinate with external staffing agencies, as required;
- Organizational development and effectiveness, including employee engagement;
- Performance management and employee development programs;
- Lead job evaluation processes, including maintaining current job descriptions and job evaluation records.
- Administer compensation programs and make recommendations.
- Provide project management for organization-wide people initiatives, such as the mentorship program.
- Liaise with the various provincial ministries, boards, external lawyers, consultants, insurance brokers &
carriers, and other municipalities as needed.
- Develop, source, recommend and provide corporate training related to leadership and staff development.
- Manage employees in a manner consistent with District values, policies and procedures, including selection,

work scheduling, training and performance evaluation.
- Accountable for the safety and security of employees and facilities and ensure that employees work safely

and in compliance with the relevant statutes and regulations and with the safe work procedures and
directives as established by the District.
- Act as the Director, Human Resources as required.
- Undertake special projects and perform other related duties as assigned.

**What you will need**:

- University degree with specialization in Human Resources or Labour Relations Management, or equivalent
- Minimum six years of demonstrated progressive and related experience, including previous experience

working with one or more of the corporate HR program areas
- CHRP designation or working towards an asset
- Ability to exercise a high level of independence with excellent organizational and time management skills to

handle competing priorities
- Thorough and extensive knowledge of provincial labour policies, procedures and standards
- Demonstrated labour and employee relations experience; understanding of labour negotiations, collective

agreements, grievance/arbitration procedures
- Strong oral/ written communication, along with superior facilitation, negotiation and conflict resolution skills
