**Position Summary**:
Reporting to the Manager, Human Resources, the Human Resources Consultant is a strategic business partner providing expert advice to support leaders in implementing organizational strategies and objectives. The position works independently and is responsible for navigating a broad range of people related matters in a complex environment, including employee and labour relations, performance and development, and organizational design, compensation and classification.

**Major Accountabilities**:
The Human Resources Consultant works closely with leaders and teams to align people and culture practices with organizational goals, priorities and values. Working with an assigned client portfolio, the HR Consultant promotes and fosters a consultative and proactive problem-solving approach to people-related opportunities and challenges to enhance workforce effectiveness and employee experience.

**Employee and Labour Relations**:

- Coach and advise leaders, employees and team members on a wide range of people related matters including performance management and development, attendance, team dynamics and employee relations
- Support and guide leaders with workplace investigations and disciplinary processes
- Manage grievance procedures, including conducting research, advising leaders, preparing responses and working with union representatives to reach resolution
- Support collective bargaining with research and proposal preparation, participate on bargaining committees and implement negotiated changes to collective agreements. May act as lead negotiator.
- In collaboration with the Abilities Management team, support return to work planning and accommodations
- Facilitate positive labour relations and early resolution of workplace issues

**Classification, Compensation and Organizational Design**:

- Advise leaders on organizational design and team structure, ensuring alignment of roles and reporting relationships with operational goals, compensation frameworks and classification systems.
- Support leaders with creating and maintaining accurate job descriptions that reflect evolving responsibilities and operational needs
- Administer job evaluation plans including evaluation of new and existing roles to ensure equitable consistent compensation, and participate in joint job evaluation committees
- Provide support and advice on workforce planning initiatives

**Projects and Initiatives**:

- Lead and participate in projects and initiatives including policy and program development in response to changes in legislation, organizational priorities and service delivery requirements
- Contribute to the Department’s operational and strategic planning and implementation
- Identify and implement changes in people practices in support of continuous improvement

**Qualifications**:

- Bachelor’s Degree in Human Resources, Business Administration or a related field and at least four years of related experience in a unionized environment, or an equivalent combination of education, experience and training
- Comprehensive and current knowledge of labour and employment law, regulations and HR best practices
- Experience in managing complex employee relations and labour relations issues
- Strong communication, analytical, problem-solving and conflict resolution skills
- Demonstrated ability to build relationships, influence and work collaboratively with managers, union representatives, employees and colleagues.
- Demonstrated ability to successfully manage initiatives and projects
- Designation as a Chartered Professional in Human Resources (CPHR) is considered an asset
