**Position Summary**
The Human Resource (HR) Manager is responsible for the overall functions of the HR department including hiring, administering pay and benefits, disciplinary processes, and professional development for a team of 30 + staff. The HR Manager will draft and revise policies, oversee HR projects, enforce, and recommend changes to internal procedures and will continue to develop the Nation's internal capacity through performance management and exemplary recruitment processes. The HR Manager is also a key member of the Occupational Health and Safety Committee.
**Primary Responsibilities**
- Occupational Health and Safety_
- Is a key member of the Occupational Health and Safety Committee and works closely with the management team to recommend and oversee issues related to workplace safety.
- Promotes a safety culture and ensures staff are aware of, and in compliance with, safety regulations and policies.
- Conducts risk assessments where appropriate to identify and assess workplace hazards to determine appropriate control measures.
- Provides Occupational Health and Safety training to staff, as necessary.
- Human Resources_
- Advises and consults on Human Resource matters with the Executive Director of
Operations and Management Team.
- Develops and updates Policies and Procedures for the approval of Chief and Council.
- Stays abreast of applicable employment-related legislation.
- Leads recruitment activities for the Nation, ensuring that Esquimalt Nation’s hiring policies and best practices are followed.
- Manages the training and development function for the Administration, ensuring that employees have the necessary knowledge and skills to maximize their performance.
- Leads the performance management process for the Administration and acts as a resource for both managers and employees.
- Acts as a resource to both managers and employees and assists with dispute resolution as needed.
- Policies, Processes, and Procedures:_
- Develops, implements, and evaluates culturally relevant and safe policies, processes and procedures, including amendments as needed;
- Ensures financial management of programs and services including all financial accountabilities and funding requirement compliance;
- Proactively seeks out diverse funding sources to sustain the HR Departments, including grants and funding opportunities;
- Prepares and monitors work plans, including reporting through regular and annual reports.
- Management Team_
- As a member of the Management Team, serves as a role model of Esquimalt Nation’s core competencies and guiding principles.
- Works with Management Team to develop and implement operational work plans to support the strategic direction set by Chief and Council.
- In conjunction with Finance, develops and monitors budgets for the department.
- Ensure emergency management, preparedness planning and/or pandemic planning are in place and well communicated for the community served.
- Other related duties as assigned._

**Knowledge, Skills, and Abilities**
- Demonstrated knowledge of Esquimalt/Indigenous people and culture
- Ability to work within a team
- Strong communication (verbal and written) skills
- Proven ability to work with limited supervision and follow standardized practices and/or methods
- Ability to operate/perform/deliver within a defined budget
- Well-developed de-escalation skills in potentially volatile situations
- Demonstrated mental alertness to ensure the safety of others
**Training, Education, and Experience**
- Minimum of 5-years’ experience in a HR Manager role.
- Minimum of 3-years’ experience managing/supervising the work of others.
- Certified Professional of Human Resources (CPHR) is an asset.
- Minimum of two-years’ experience working in a First Nations community.
- Clean criminal record check for vulnerable populations
