The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horseracing, and cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.
- Determine Sourcing Methods: Assist in selecting appropriate sourcing methods based on procurement value and availability of Vendor-of-Record (VOR) arrangements, ensuring compliance with Procurement Directives and AGCO’s Purchasing Policies and Procedures.
- System Maintenance and Tracking: Support the management and updating of systems, such as the Enterprise Services Management System (ESMS), manual purchase order tracking log, the Request for Bids/Services tracking log for consulting and non-consulting services, and AGCO’s centralized office supplies inventory and Resource Planning (ARP) system.
- Prepare Procurement Documents: Prepare and issue Request for Quote (RFQ) documents, review submissions, and assist in the preparation of quote summaries and award recommendations.
- Support Fleet Program: Act as a point of contact, assisting in managing AGCO’s fleet program in collaboration with internal and external stakeholders.
- Update Fleet Database: Track and update AGCO’s fleet database with vehicle-related information, including custodial changes, accident repair costs, and vehicle usage.
- Assist with Fleet Maintenance: Work with stakeholders to review maintenance and repair requirements and assist in recommending appropriate actions for approval.
- Maintain Policies and Procedures: Help maintain the Corporate Vehicle Travel Policy, Fleet Operator User Guides, Fleet Procedures, and communicate any changes to the organization.
- Procurement Documentation Support: Assist with AGCO’s operational procurement contracts and ensure proper procurement and contract documentation.
- Support Reporting and Metrics: Assist in creating and maintaining reports to support quarterly metrics and statistical exercises, and update data for manager review.
- Identify Vendor and Contract Risks: Support efforts to identify and mitigate vendor and contract risks during the procurement and contract lifecycle.
- Assist with Vendor Management: Support the relationship with vendors, assisting in identifying operational efficiencies and potential cost-saving opportunities.
- Post-secondary education, preferably in Supply Chain, Finance, Accounting, or Business, complemented by a purchasing, supply chain management, or procurement designation.
- At least 3 years of relevant experience in procuring goods and services, as well as contract management.
- Familiarity with Ontario Government policies, directives, and guidelines on procurement, including the Procurement Directive, Guidelines for IT Goods and Consulting Services, Advertising, Public and Media Relations, and Travel, Meal & Hospitality Expenses Directive. This knowledge is essential to coordinate effective and economical procurement and supply programs, including multi-year contracts.
- Understanding of vendor performance and risk management strategies.
- Exposure to and experience in drafting RFx contracts and agreements to support the RFx process.
- Experience preparing reports and statements for use by senior management.
- Knowledge of OPS Procurement Directive and MGCS goods procurement policies, among others.
- Experience using financial and e-tendering software.
- Analytical skills to assess and verify bid submissions from vendors for procurement of goods.
- Strong problem-solving skills to investigate and resolve supply issues, address potential liabilities, and identify viable options.
