**The Opportunity**:
Reporting to the Manager, Environmental Enforcement & Laboratory Services, this exciting opportunity would be well suited for a collaborative leader who thrives in an environment of innovation and change. As the Supervisor, Environmental Field Services

you will supervise the Environmental Enforcement & Laboratory Service’s delivery of the drinking water monitoring program, industrial field monitoring program, spills response, and sewer use by-law enforcement in accordance with provincial legislation, the laboratory testing license, ISO17025, and the Quality Management System (QMS).

You will ensure staff collect, document, track, and submit compliance samples per ISO 17025, QMS, and Ministry licensing requirements.

You will ensure staff immediately report adverse drinking water results, per strict drinking water legislation and public health protocols.

You will implement, organize, and maintain a field quality control program, and ensure quality system records are complete, maintained, and retrievable.

You will write, review, and update field sampling/analytical methods, standard operating procedures as required.

You will research industry trends in field procedures, and ensure procedures are current and validated, per QMS requirements.

You will supervise the maintenance of field-related records and ensure staff handle and enter data accurately in the laboratory information management system (LIMS).

You will prepare program summaries and review technical reports for clients.

You will review CALA performance evaluation analytical data to confirm ongoing compliance with QMS, participate in audits and in Ministry inspections.

You will supervise sewer use by-law enforcement activities and takes steps to ensure non-compliant wastewater dischargers are managed effectively.

You will create a structured monitoring program and research/develop new enforcement strategies to resolve non-compliant situations.

You will evaluate the sewer use by-law against current industry standards and recommend revisions to Council and you will assess by-law related documents and forward for management approval.

You will determine when evidentiary samples are required and work with Legal Services to develop a sampling plan to demonstrate violations for potential legal prosecution.

You will provide technical expertise to clients, staff, and committees regarding sampling techniques, results, and legislation, spills response, and field analysis methods.

You will initiate and follow up on non-conformance reports, such as corrective action and method audit reports. You will perform health and safety work observations monthly.

You will supervise the environmental spills response program, receive calls, determine responses, and review completed spills reports.

You will discuss issues with internal/external groups, agencies, and the public. You will represent the Region at spill prevention and by-law related workshops.

You will exchange information with public health staff regarding protection and investigation activities.

You will provide input into annual operating and capital budgets, ensure adequate supply inventory, and review monthly sampling invoices for accuracy.

You will ensure field sampling costs are accurate, competitive, and provide cost recovery.

You will ensure proper operation, and maintenance of instruments, equipment, and vehicles and perform minor technical servicing as required, and supervise performance validation of sampling equipment.

You will perform related duties as required.

Knowledge and skills are normally acquired through a Bachelor’s degree in Science or Environmental Studies plus progressively responsible related experience leading environmental monitoring and compliance related programs.
