**Background**

The Ontario College of Teachers licenses, governs and regulates Ontario’s teaching profession in the public interest. Under the authority of the
_Ontario College of Teachers Act_,
_1996_, the College:

- sets ethical standards and standards of practice for the profession
- accredits teacher education programs and courses
- issues, suspends and revokes teaching certificates
- receives complaints about its members and investigates allegations of misconduct, incompetence or incapacity

To be eligible to work in Ontario’s publicly funded elementary and secondary school system, all teachers, principals and vice-principles must be certified by the College and remain members of the College in good standing.

**Purpose of Position**

Reporting to the Manager of Policy and Governance, the Policy Analyst will primarily work on legislative, regulatory and operational programs and projects that have cross-College and profession-wide impacts. Supported by strong research, policy analysis, project management and stakeholder relations skills, this position plays a critical role in operationalizing significant enhancements in the regulation of the teaching profession.

**Key Responsibilities**

**Policy & Research**:

- Prepare papers and recommendations on complex policy issues.
- Analyze reports and policy documents prepared by government ministries, Crown agencies or the broader regulatory and education sectors, preparing précis of contents and directing the attention of senior staff to items of interest to the College and the teaching profession.
- Prepare materials, including presentations, position papers, briefing notes, decision notes and statistical analysis for Council and Committee meetings, Legislative Committee hearings, policy conferences, work groups, task force meetings, and so forth.
- Respond to senior management and Council correspondence and inquiries as required.
- Respond to written and telephone inquiries regarding policy and legislative matters.
- Identify and assess policy alternatives in terms of their benefits, deficiencies and impact on the Ontario College of Teachers and develop recommendations for consideration by senior management, Council and its three subcommittees, or the College’s statutory committees.
- Legislation and Regulations:_
- Research information and make substantive recommendations regarding the formulation of changes to legislation, regulations, by-laws or procedures that affect the College, including identification of implementation issues for College business practices and other impacts.
- Compile briefing notes regarding legislation, regulation, or opposition motions that may affect the College.
- Ensure that appropriate consideration and responses are prepared for the College to issues raised by government and opposition members and other interested parties.
- Issues and Change Management:_
- Ensure issue-monitoring systems for assigned policy areas.
- Provide issue management support to the Manager of Policy and Governance, Director of Corporate and Council Services, Registrar and CEO, and Chair of Council as required.
- Work closely with other departments to develop key messages, changes in technology, and process enhancements, including IT, Communications, External Relations and Membership Services.
- Anticipate possible issues by reviewing daily news summaries and other relevant stakeholder communications.
- Ensure that the College is able to respond to new and emerging issues from the media, public, Ministry of Education, Office of the Fairness Commissioner, legislature or education sector organizations.
- Represent the College in stakeholder meetings, including with various ministries, agencies and other regulators.
- Perform other duties as assigned by the Manager of Policy and Governance.

**Qualifications, skills and knowledge**
- Post-secondary education in policy or a related field is required; an equivalent combination of training and experience may be considered.
- Ability to gather and synthesize complex information and gear this information (written and verbal) to the appropriate audience level.
- High level of communication skills with particular emphasis on excellent writing ability to convey information in a clear and concise manner.
- Demonstrated knowledge and experience with collecting and analyzing data to inform recommendations would be an asset.
- Previous experience with project planning and delivery is considered an asset.
- Demonstrated time management skills.
- Ability to work individually as well as working as part of a team.
- Ability to prioritize and manage conflicting demands.
