**Responsibilities**:
PRIMARY PURPOSE

Reporting to the Director, Train Operations, The Control Center Manager is the senior on-shift manager with full accountability for oversight and management of operations and performance of the SkyTrain system as well as safe and effective coordination and execution of emergency responses, system failure management and alternate services as required.

KEY ACCOUNTABILITIES

Provides continuous monitoring of operational performance and service delivery.

Makes decisions on the requirements and allocation of physical assets/resources related to established service schedules, alternate service strategies in response to infrastructure or system failures, passenger and system emergencies, operational plans and timetables ensuring safe, efficient, and effective service delivery.

Assumes the senior management responsibility for coordinating responses by all applicable departments for critical incidents as required by managing diagnosis of complex operational issues.

Develops and oversees of standards for Train Operations Department as well as Train Operations Control Operators, overseeing and ensuring compliance with all applicable System Rules, policies, procedures, and regulatory requirements. Addresses gaps in policies and procedures by making or vetting changes as required.

Participates in development and adherence to departmental strategic business plans and the various budgeted requirements of train operations.

May participate as member of various steering groups or committees for projects affecting Operations or state of good repair upgrades

May participate in evaluation of proposals and participate in selection processes in collaboration with others and in accordance with policy.

Develops and adheres to various operational KPI’s at regular intervals and other ad hoc reports on operations activities

Manages a crew of on-duty Train Operations Control Operators overseeing their performance which includes coaching, counseling, and participating in disciplinary reviews or corrective actions as required.

Ensures incident and investigation reports, shift summaries, delay allocations and other documentation is completed accurately as directed by the Director, Operations.

Ensures a Respectful Workplace is maintained at all times by intervening and correcting any inappropriate comments or behaviours.

Ensures safety in the workplace, including scheduling and conducting safety meetings/seminars as required. In conjunction with the Safety representative and Train Operations Supervisors, conducts quarterly safety inspections of Control Center facilities.

Ensures that all necessary and required systems or technology are operational and maintained to support uninterrupted service delivery.

Manages relationships between Train Operations and other Maintenance and Engineering departments who support the delivery of service.

Liaises with emergency and other municipal services at regularly scheduled meetings or as required during critical incidents or events that impact operational services.

Identifies training needs, recommends training program requirements, and assists with developing and scheduling courses as required. Ensures all staff meet training requirements and takes remedial actions where necessary.

**Qualifications**:
EDUCATION:
The competencies for the position would typically be acquired through completion of a Management Certificate Program (including courses in labour relations, conflict resolution, supervisory techniques, and management principles). An equivalent combination of education and experience may also be considered.
Valid certification for all positions within the Control Centre in the following - Communications, SCADA and Automatic Train
