The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada’s largest and most diversified port. Our mandate as a Canada Port Authority, as set out by the Canada Marine Act, is to enable Canada’s trade objectives, ensuring goods are moved safely and responsibly through the Port of Vancouver. That means providing infrastructure and ensuring the safe and efficient movement of marine traffic and cargo within the port. The Talent Acquisition and Marketing Specialist is responsible for developing and implementing key initiatives such as campus recruitment strategy, employee referral program, and development of our employee value proposition (EVP) in collaboration with our marketing and communications teams. This position is also responsible for recruiting administrative, clerical, student, and temporary pool positions. The Specialist is integral in supporting the talent acquisition team in full cycle recruitment activities, in particular talent sourcing. May support the team in other related duties and/or projects.

Accountabilities
- Responsible for developing, implementing, and administering the campus recruitment strategy for the port authority. Activities may include researching, drafting policies and procedures, and collaborating with internal and external stakeholders to implement the strategy
- In collaboration with communications, create, schedule, and launch marketing campaigns for core positions, including profile videos, LinkedIn Live Page, and active maintenance of internal and external recruitment websites that promote our brand and value proposition
- Responsible for full-cycle recruitment activities for administrative, student and temp pool positions. Activities include, but not limited to, posting and advertising vacancies, reviewing resumes, conducting interviews and tests, checking references and other general support
- Initial talent outreach and selection. Identify potential talents from a variety of online and proprietary tools
- Research companies to develop target lists for talent scouting activities
- Participate in kick-off meetings and attend stakeholder briefings. Supports administration and logistics meeting and materials as necessary

Specific Competencies

Must be a self-motivated individual with excellent organizational skills, ability to prioritize, and flexibility to perform multiple tasks is required. Strong customer service orientation and ability to work effectively with a diverse workforce and across multiple organizational levels. Must possess strong verbal and written communication skills, and the ability to deliver impactful, informative, effective presentations. Must have good judgment and be able to safeguard confidential information is essential. Strong attention to detail with the ability to work in a high volume, dynamic environment and respond to changing business needs. Strong sense of urgency with the ability to deliver results in a timely manner. Ability to work collaboratively within a dynamic, action-oriented team. Ability to engage others professionally and diplomatically on sensitive issues.

Education & Experience
- A degree in human resource management or a related discipline, or a combination of education, training, and experience deemed equivalent
- Minimum two years relevant experience in the field of human resources/talent acquisition, preferably in a high-volume corporate or public sector environment
- Experience developing and implementing recruitment strategies and/or programs
- Experience with a wide variety of recruitment tools and HRIS systems
- Detail oriented approach with project management skills and experience
- Working knowledge and understandin
