If so, our Manager of Information Services opportunity may be just right for you This role oversees a team of IT professionals and all elements of programs and activities within the Information Services Division, Finance & Technology Department, providing strategic leadership for the City’s IT systems and infrastructure.

You will be responsible for the development and administration of citywide information services and technology management policies—both hardware and software—ensuring alignment with organizational goals and Council’s strategic vision.

**Key Responsibilities**

**Leadership**
- Provide strategic leadership in regard to the City’s IT systems and infrastructure.
- Develop and implement an IT strategy that aligns with organizational goals and Council’s strategic vision.
- Engage IS & client team members in decision-making and problem-solving.
- Foster a culture of continuous learning and divisional/organizational teamwork.
- Create and maintain a positive and supportive team culture.
- Hold oneself and others accountable.
- Lead project and change management initiatives.
- Build and maintain effective relationships with internal stakeholders, partners, and vendors.
- Collaborate with business unit leaders to deliver technology solutions that meet business needs.

**Technical**
- Implement citywide information management policies, processes, and practices to evaluate changing needs and evolving technology.
- Stay current with developments in the field of Information Technology.
- Ensure data integrity, governance, and security across all systems.
- Lead significant IT projects, including digital strategy initiatives, with strong project management and stakeholder collaboration.
- Forecast requirements and manage capital and operational budgets.
- Balance customer service needs with fiscal constraints.
- Review citywide budget requests for IT services.
- Develop and maintain a multi-year citywide IT master plan.
- Oversee software development and ensure standardization of software and hardware.
- Analyze staffing needs and project future requirements.
- Negotiate contracts and manage third-party service providers.
- Provide leadership in cybersecurity practices and risk mitigation.
- Manage cloud and hybrid infrastructure environments.
- Support disaster recovery and business continuity planning.
- Participate as a member of the City's Senior Management Team (SMT).
- Perform other duties as assigned.

**Requirements**:
**Knowledge**
- Trends and developments in IT management, cybersecurity, cloud computing, and digital transformation.
- Cybersecurity frameworks (e.g., NIST, ISO 27001).
- Enterprise architecture and data governance best practices.

**Abilities**
- Lead and manage a high-performing team.
- Plan, coordinate, and implement complex IT projects.
- Communicate technical information in non-technical terms.
- Design, select, and implement computerized systems.
- Develop long-term strategies for automated resource utilization.
- Conduct outreach and evaluate user needs.
- Identify opportunities for system integration.
- Supervise, train, and evaluate employees.
- Analyze and optimize business processes through technology.
- Manage vendor relationships and service level agreements.

**Qualifications**
- Bachelor’s degree in Computer Science, Business Systems, or a related field.
- Minimum of 7 years of progressive experience with complex, integrated administrative and technical systems.
- Prior experience supervising professional IT staff is required.
