The Department's mission is to guide the growth and development of Barrie towards a vibrant, livable and resilient community through development of a strong policy framework for land use decision making and development review services. The Branches work together to implement provincial policies, address corporate strategic objectives and apply best practices in land use planning, development review, technical design review, active transportation implementation and guide development and growth with full support from professional, technical and administrative support staff. Feedback and interaction with a variety of other Departments within the organization, and gained through public consultation, are key to realizing Council and corporate directions, many of which are initiated and commenced through the development process. Operating under the general guidance and direction of the Manager of Growth and Development, the Development and Agreements Coordinator works directly with planners/file managers to support the processing of development applications, such as official plans and amendments, zoning by-law amendments, site plans, subdivision and condominium developments, community improvement plans, part lot control, deeming by-laws and others. The Development and Agreements Coordinator works within legislated timelines as dictated by the Planning Act. The Development and Agreements Coordinator coordinates the preparation and execution of related agreements and by-laws such as subdivision agreements, site plan agreements, rezoning by-laws, holding by-laws, part lot control by-laws and deeming by-laws. This position coordinates the circulation of notices, prepares memos and correspondence as required including notices for publication in the newspaper. The Development and Agreements Coordinator is responsible for safely and securely managing all financial aspects of development file processing including the receipt of fees, letters of credit, and insurance requirements and coordinates with the Finance Department with the establishment of and monitoring of reserve accounts related to development proceeds. Education (degree/diploma/certifications) Two (2) year College Diploma in Law Clerk or Paralegal studies Eligibility for and willingness to obtain Associate Member status with the Institute of Law Clerks within 1 Year Don’t meet the education credentials as outlined above but have years of directly related experience? Position Equivalency Code: C Experience  Three (3) years of experience performing duties related to the above mentioned major responsibilities Demonstrated experience working in a legal administration position in a municipal legal department, law firm or similar institution with extensive experience in land development. Knowledge/Skill/Ability  Thorough knowledge of the following legislation, regulations, or requirements: Planning Act and the Municipal Act as it relates to planning issues; the Ontario Heritage Act; Provincial Policy Statements/Guidelines on land-use planning matters; other relevant planning-related legislation/regulations/guidelines and contemporary issues; OMB processes; and the Development Charges Act • Thorough knowledge of the following principles and standards: Thorough working knowledge of the Planning Act and Municipal Act as it relates to planning issues, Ontario Heritage Act, Provincial Policy Statements/Guidelines on land-use planning matters, other relevant planning related legislation, regulations, guidelines and contemporary issues, Local Planning Appeal Tribunal (LPAT) processes, Development Charges Act, City policies and by-laws. Demonstrated Ability to: accommodate deadlines on multiple files interact effectively and courteously with all levels of staff and contacts in a political and community/client service environment exercise discretion and judgment when handling confidential/sensitive/controversial information and assure the security of such information/files build co-operative/collaborative working relationships, and internal and external alliances champion Divisional and Corporate programs/initiatives, and the mission and values of the City use standard office equipment, i.e.: photocopier, scanner, fax machine Must accommodate statutory and Council deadlines in a self-directed manner. • Intermediate skills include: Analytical; Customer Service; Interpersonal; Multitasking; Organizational; Prioritization; Problem Solving; Research; Time Management; Written Communication; Public Relations Intermediate computer literacy using the following systems and software: Microsoft Office suite (Word, Excel, Outlook, PowerPoint and Access), Microsoft Project, Microsoft Visio, Adobe Writer, Internet, Treaties, GeoWarehouse. Keyboarding skills of at least 50 wpm.
