Position Description:•Provide Norfolk County with financial policies and processes to ensure effective management and control of Norfolk County's financial assetso Develop and implement changes to relevant internal financial policies and procedures.o Facilitate on-going review of internal processes to ensure efficient and effective financial business practices.• Ensure Norfolk County financial operations are in accordance with generally accepted accounting principles and legislated reporting standards.o To manage accounting services throughout the corporation ensuring that corporate policies and procedures and general accounting practices are followed, and to provide accurate and timely financial information to both internal and external bodies.o Respond to all other external audit requirements, up to and including federal and provincial ministrieso Develop and manage a comprehensive program for internal financial controls.o Manage and oversee the timely processing of accounts payable, journal entries and other financial-sourced documents.o Approve all invoices and payments over $50,000.o Responsible for month-end procedures.o To remain current and research emerging trends with relevant legislation and government policies.o To interpret Acts, Regulations and financial policies as they apply to specific situations.o Establish financial policies and procedures, and ensure that they meet general accounting practices, GAAP and PSAB.• Effectively manage Norfolk County's financial processes to ensure efficient and effective compliance with Norfolk County's financial policies.o Liaise with municipally appointed external auditors, as well as the Ministry of Finance and Ministry of Municipal Affairs and Housing.o To manage the year-end processes and annual audit process to complete the annual Financial Statements and Financial Information Return.o Manage the contractual relationship with Norfolk County's bankers.o Manage the financial information systems architecture, including Activity-Based Accounting System and the Corporate Financial System.o Provide training on the use of Norfolk County's financial information systems.o Educate and guide staff on fundamental accounting and business practices.o To provide direction, set and monitor goals/objectives, coach and mentor staff.o To set goals/objectives based on evidence-informed practices, and to monitor same.o Manage a staff complement of union staff including the human resource functions recruitment, performance management and coaching.o Research, prepare and provide financial reports and analyses to internal and external bodies.o Respond to financial inquiries from internal and external bodies.• To provide financial guidance on accounting standards and corporate reporting. o Ensure that all Norfolk County departments are in compliance with established financial policies and procedures.o Review and provide input on all Corporate policies• Assist in the development of Divisional strategic plans, business plans, performance measures and forecasts.o To assist in the development of Divisional strategic plans, business plans, performance measures and forecasts.• Requirement to attend evening meetings, including regular Council and Council-In-Committee meetings.• Other duties as assigned.
