Planning Technician

Two (2) Full-time Positions
35 Hours per Week
The DSBN is seeking two detail-oriented and skilled Planning Technicians to join the Planning Department team. In this role, you will collect, organize, and analyze data to support enrolment projections, pupil yield analysis, school boundary planning, and facility capacity/utilization monitoring. You will leverage your expertise in Geographic Information Systems (GIS), data visualization, and technical analysis to ensure effective planning and decision-making for our schools and communities.
The functions of this position could include (but are not limited to):
Tracking Housing Developments & Pupil Yield Data
Review development plans and conduct field checks to monitor housing projects.
Attend meetings with municipal planners and developers; correspond regarding development plans.
Map and organize development data using GIS and tracking software.
Prepare pupil yield templates for enrolment projection support.
Organization, Projection, and Visualization of Enrolment Data
Improve the accuracy of enrolment data by resolving discrepancies.
Geocode student addresses and map residential locations using GIS tools.
Collect and organize data from internal and external sources for planning projects.
Use advanced Excel skills to create data visualizations, tables, and dashboards.
GIS Mapping and School Boundary Management
Maintain and update school boundary and spatial data in GIS systems.
Create detailed maps and visual materials for planning projects and reports.
Manage legacy exemption and alternate attendance student lists.
Respond to school boundary inquiries and assist with online boundary search tools.
School Site, Portables, and Facility Capacity Updates
Assist in determining Ministry-rated and functional capacities of school facilities.
Record and update classroom use, portable classroom data, and school site information.
Participation in Annual Planning Projects
Contribute to projects such as enrolment projections, Grade 8-to-9 transitions, boundary changes, accommodation reviews, and long-term accommodation planning.
Education, Qualifications, Experience
Minimum Diploma or degree in a field such as Planning, or Geography, or related field from a recognized college or university, combined with experience in a school board or urban planning environment involving GIS.
Preferred certifications include Certified Planning Technician (CPT), Certificate in Geographic Information Systems (GIS).
Proficiency in SPS+ Enrolment Projection and Planning Software, Esri ArcGIS Pro, ArcGIS Online, and Microsoft Office (with advanced Excel skills).
Strong analytical and problem-solving abilities.
Excellent organizational skills and attention to detail.
Advanced technical proficiency in data visualization and GIS mapping.
Effective communication and collaboration with internal teams and external stakeholders.
