Main Responsibilities and Functions

The City of Vancouver is seeking a highly skilled and experienced professional to fill the role of Associate Director, Waterworks Operations. As a key member of the Engineering Services team, this position plays a critical role in ensuring the safe and secure supply of potable water to customers and fire-fighting flows for the Vancouver Fire & Rescue Services (VFRS).

The ideal candidate will have a strong background in water system operations, management, and leadership, with a proven track record of success in managing unionized operations environments. The successful candidate will be responsible for directing the operation and maintenance of the City's water distribution system and water system capital construction projects delivered by City forces.

Key Responsibilities
  • Develop and implement short-term and long-term operational strategies, plans, and targets to ensure alignment with the Strategic Plan.
  • Enhance the economic viability of maintenance and construction activities by assessing current service models, identifying high-value cost savings projects, developing business case proposals, and implementing strategies to optimize service.
  • Foster a culture of safety and drive continuous improvement of the branch's safety programs and ensure compliance with Worksafe BC regulations and Corporate safety requirements.
  • Collaborate with senior management and other partners on the implementation and monitoring of the objectives outlined in the Departmental and Corporate Strategic and Operational Plans.
  • Identify risks and develop mitigation strategies to minimize potential impacts.
  • Identify, monitor, and report on key operational performance indicators for the branch.
  • Respond to inquiries from members of the public, Mayor, and Council in a timely manner.
  • Oversee research and preparation of reports, presentations, and communications on behalf of the branch.
  • Identify and facilitate partnership development opportunities with internal Divisions, other municipalities, and external partners.
  • Direct professional consultants as required for independent analysis of programs and operational support.
  • Participate in Emergency Preparedness and Planning in addition to Emergency response with the EOC and Emergency Management Department.

Requirements and Qualifications

The successful candidate must have a Bachelor's Degree in Business or Engineering, or an Engineering Technologist diploma supplemented by business and technical courses, and a minimum of 10 years of related experience managing in a unionized operations environment. A valid Class 5 British Columbia Driver's License is also required.

The ideal candidate will possess advanced knowledge of water system operations and regulations, requirements, and trends within the service area. They will also have a strong working knowledge of Collective agreements, excellent leadership skills, and the ability to motivate, engage, develop, and mentor a large and effective operational work team.
