Procurement Specialist with Complex Purchase Order Expertise

Job Summary
We are seeking a Senior Buyer/Order Administrator to join our team in this challenging procurement role. This position requires expertise in managing complex purchase orders and negotiating contracts with suppliers. The successful candidate will work closely with the Procurement Manager to procure goods and services for various projects and business units.
Main Responsibilities
- Create and issue Request for Proposal (RFP) packages for procurement activities.
- Obtain Non-Disclosure Agreements (NDAs) and export permits as required.
- Review supplier bid packages/quotes, including commercial bid evaluations and scorecards.
- Conduct supplier negotiations and host site visits during the tendering cycle.
- Issue bid packages to Quality Assurance (QA) and Engineering representatives for evaluation and qualification for award of the Purchase Order (PO).
- Negotiate Terms & Conditions between the Supplier and Legal, ensuring exceptions are finalized prior to PO award.
- Ensure Engineering and QA have resolved technical and Quality exceptions prior to PO award.
- Prepare and issue Recommendation and Authorization to Purchase (RAP), including review and approval.
- Create and issue Purchase Orders, including review and approval.
- Interface with Key Purchase Order stakeholders, including Engineering, Project Manager, Project Controls, Procurement QA, and Document Control.
- Maintain control records according to company procedures.
- Update purchasing databases to ensure complete and accurate project reporting.
- Complete monthly accruals, invoicing, and PO closeout activities, including Supplier Performance and Scorecards.
- Resolve non-conforming items, warranty claims, and insurance issues as required.
- Support Procurement initiatives/objectives assigned by the Procurement Manager.
Requirements and Qualifications
To be successful in this role, you will need:
- A minimum of 10 years' experience in buying complex procurement packages or equivalent.
- Supply Chain Management Professional certification or enrollment in the program is an asset.
- Experience with ERP software is an asset.
- Knowledge of manufacturing, experience at supplier facilities, and understanding of complex PO structures.

Salary Estimate
