Job Summary

We are seeking a highly skilled HSEQ Manager to join our team at Webber Infrastructure Management Canada Limited. The successful candidate will be responsible for ensuring the highest standards of health, safety, and environmental quality in our operations.

Key Responsibilities
  • Assist in managing day-to-day operations to ensure compliance with contract standards, regulations, and company policies.
  • Develop and implement asset management and maintenance programs to optimize efficiency and effectiveness.
  • Conduct audits and inspections to verify compliance with quality management plans and safety protocols.
  • Work with the Maintenance Manager to identify best practices for administrative processes and implement improvements.
  • Perform quality assurance and control reviews of client inspections and reports, and ensure accuracy of data.
  • Manage the workers' compensation loss control program, including claims, benefits, and modified work programs.
  • Enforce compliance with all HSE regulations, including documentation, tracking, and statistical reporting.
  • Advise project leadership on HSE risk management issues and take proactive steps to mitigate risks.
  • Oversee training programs and requirements to ensure safe operations, including annual safety plans.
  • Conduct risk assessments, safety reviews, and audits to identify and resolve HSE deficiencies.
  • Act as the project's HSE resource, educating and training management, site personnel, and subcontractors on relevant legislation and its application.
  • Implement and maintain project HSE management systems that comply with ISO 14001, ISO 9001, and company policies.
  • Lead investigations into environmentally related concerns and incidents.
  • Control, review, and update site-specific safety management plans, security management plans, training plans, environmental management plans, and other project-related plans.
  • Participate in O&M meetings and identify licensing requirements and renewals applicable to project operations.
  • Assist in preparing HSE incident alerts, safety legislation updates, and job hazard analysis.
  • Facilitate the site safety committee and thoroughly investigate incidents, accidents, and close calls.
  • Lead monthly safety meetings and present the project HSE orientation.
  • Manage the project site induction process and skills and training database.
  • Establish and coordinate the fair play model for reporting, registering, and actioning HSEC non-conformances.
  • Plan, perform, and report on hazard IDs, job safety observations, critical process confirmations, and HSEC workplace inspections.
  • Ensure prompt reporting of all incidents or close calls in accordance with procedures.
  • Work with the project management team to generate and update the project HSEC hazards register.
  • Perform safety and risk evaluations on project vehicles, equipment, and systems.
  • Perform as the project HSE and regulatory risk coordinator.
  • Perform audits of maintenance activities and tunnel closures.
  • Perform tunnel induction meetings as needed.
  • Work with the project management team to identify, implement, monitor, and confirm HSEC solutions.
  • Participate in the continuous improvement process through a consultative and team approach.
  • Promote a positive HSE&Q culture in the workplace.

  • Carry out all duties in line with company policies and procedures as amended from time to time.
  • Assist the project manager and other team members as required to ensure the successful delivery of contract obligations.
  • Assist in completing other HSEC-related activities identified by the project management team.
Requirements
  • Bachelor's degree or higher in engineering or a related field, or equivalent work experience and technical expertise in quality management, safety, or environmental engineering.
  • Valid driver's license with a good driving record.
  • ISO auditor certification.
  • Advanced knowledge of asset management and road maintenance, repair, and/or construction.
  • Strong problem-solving and communication skills.
  • Well-organized, self-directed individual with the ability to provide strong leadership.
  • Proficient computer skills, including Microsoft Office Suite and Microsoft Project environment.
  • Highly developed sense of safety awareness and perceptive ability.
Experience
  • A minimum of 5 years' experience in a quality assurance role.
  • High level of computer skills, including Excel, Word, and PowerPoint.
  • Ability to liaise at all levels with the client and subcontractors.
  • Experience in managing the internal audit process.
