Black & McDonald's Western Utilities team is growing, and we're seeking an experienced Project Manager to join our Vancouver-based operations. If you're a driven professional with a passion for project management, this role is perfect for you.
The successful candidate will be responsible for planning, organizing, directing, controlling, and evaluating assigned projects from start to finish, ensuring they meet the estimate, schedule, specifications, and budget. Your primary focus will be on safety, planning, monitoring progress, scheduling, quality, cost management, estimating, reporting, and managing project change under the direction of senior leadership.
- Lead project execution in regards to cost, schedule, quality, safety, and contract performance
- Create and submit project estimates and negotiate all changes in scope as required
- Establish project objectives, policies, procedures, and performance standards according to company policy and contract specifications
- Build and maintain excellent relationships with stakeholders, including Black & McDonald team members, clients, consultants, joint venture partners, trades, subcontractors, vendors, suppliers, and the community, while keeping them informed of relevant information
- Plan, prepare, monitor, and manage construction schedules and milestones
- E nsure work is performed in compliance with applicable standards – ie. HSE regulations, company policies and procedures, and contract requirements
- Monitor and report on progress, labor productivity, work outcomes, budget, cost, and forecast
- Prepare contracts and negotiate revisions, changes, and additions to contractual agreements with clients, suppliers, subcontractors, and consultants
- Review work/contracts/WIP for areas of risk and correct deficiencies
- E nsure material and equipment are available to tradespersons
- E nsure monthly cost forecasting and checklists are completed accurately and on time
- E nsure accurate productivity reports are completed weekly

Work Experience Requirements
- 10+ years as a Project Manager in the construction industry with a contractor
- 10+ years working in the utilities and/or civil industry
- Proven experience in estimation, strategic procurement, and negotiation
- Experience commissioning, integration, and applying QA/QC to projects
- Experience mentoring Junior and Intermediate Project Managers
- Experience with medium and high voltage utility work, roadway lighting, traffic signals, and substations is considered an asset
- Experience with P3 and/or design-build projects is considered an asset
- Experience in WWTP projects is considered an asset
Education Requirements
- Degree or Diploma in one of the following is considered an asset: Red Seal Journeyman or Electrical Technologist Degree; Construction Management; Electrical Engineering; Civil Engineering
- The following certifications/designations are considered an asset: P.Eng. Designation; PMP Designation; Gold Seal Certification; Construction safety certifications
- Experience as a tradesperson in the electrical trade may substitute for education requirements
Skills, Abilities, and Other Requirements
- Proficient knowledge and understanding of Contract management; Construction scheduling, planning, and execution; Blue print reading; Project structural design interpretation; Financial statements – read and comprehend; Established utilities practices, procedures, and techniques; Applicable local and provincial labor codes; Managing / leading union and non-union staff; Business operations processes; Organization and time management
- Proficient user of MS Office (Word, Excel); Microsoft Project; JD Edwards or an Oracle-based ERP system; Bid2Win
- Will ing and able to travel in British Columbia
- Valid Class 5 BC Driver's License with a clean record required
The expected salary range for this role is between $110,000 and $130,000. The starting salary will be based on several factors such as the successful candidate's qualifications, including but not limited to education and experience. Salary is one component of Black & McDonald's total rewards package.
