Executive Project Director

Black & McDonald's Western Utilities team is expanding. If you are an independent, enthusiastic, and driven professional seeking a career opportunity, this position may be for you. The Project Manager is based in Vancouver and typically reports directly to the Operations Manager or Division Manager.
The successful candidate will oversee assigned projects from start to finish, adhering to estimates, schedules, specifications, and budgets. Their primary focus includes safety, planning, progress monitoring, scheduling, quality control, cost management, estimating, reporting, and managing project changes under senior leadership guidance.
- Provide leadership for assigned projects regarding cost, schedule, quality, safety, and contract performance.
- Prepare and submit project estimates and negotiate all scope changes as required.
- Establish project objectives, policies, procedures, and performance standards according to company policy and contract specifications.
- Maintain excellent relationships with stakeholders, including Black & McDonald team members, clients, consultants, joint venture partners, trades, subcontractors, vendors, suppliers, and the community, keeping them informed of relevant information.
- Plan, prepare, monitor, and manage construction schedules and milestones.
- Evaluate work compliance with applicable standards – HSE regulations, company policies and procedures, and contract requirements.
- Monitor and report on progress, labor productivity, work outcomes, budget, costs, and forecasts.
- Prepare contracts and negotiate revisions, changes, and additions to contractual agreements with clients, suppliers, subcontractors, and consultants.
- Review work/contracts/WIP for areas of risk and correct deficiencies.
- Ensure materials and equipment are available to tradespersons.
- Accurately complete monthly cost forecasting and checklists.

- 10+ years as a Project Manager in the construction industry with a contractor
- 10+ years working in the utilities and/or civil industry
- Proven experience in estimation, strategic procurement, and negotiation
- Experience commissioning, integrating, and applying QA/QC to projects
- Experience mentoring junior and intermediate Project Managers
- Experience with medium and high voltage utility work, roadway lighting, traffic signals, and substations is considered an asset
- Experience with P3 and/or design-build projects is considered an asset
- Experience in WWTP projects is considered an asset
- Degree or Diploma in one of the following is considered an asset: Red Seal Journeyman or Electrical Technologist Degree, Construction Management, Electrical Engineering, Civil Engineering
- The following certifications/designations are considered an asset: P.Eng. Designation, PMP Designation, Gold Seal Certification, Construction safety certifications
- Experience as a tradesperson in the electrical trade may substitute for education requirements.
- Proficient knowledge and understanding of contract management, construction scheduling, blue print reading, project structural design interpretation, financial statements, established utilities practices, procedures, and techniques, applicable local and provincial labour codes, managing / leading union and non-union staff, business operations processes, organization, and time management.
- Proficient user of MS Office (Word, Excel), Microsoft Project, JD Edwards or an Oracle-based ERP system, Bid2Win.
- Will and able to travel in British Columbia.
- Valid Class 5 BC Driver's License with a clean record required.
