Job Summary:


This is a senior leadership position within the Regulatory Operations & Controls Department at Scotiabank. The successful candidate will be responsible for ensuring the bank's regulatory compliance programs are aligned with industry best practices and regulatory requirements.

Job Description:


The ideal candidate will have extensive experience in regulatory compliance, risk management, and leadership. Key responsibilities will include:


Program Governance & Oversight:



  • Managing key controls for regulatory compliance, including FATCA, CRS, and QI programs.
  • Developing and implementing Enterprise Regulatory Compliance Management (eRCM) program.
  • Leading the development of robust frameworks for regulatory compliance.
  • Ensuring compliance and effectiveness through proactive risk management, control measures, and governance initiatives.
  • Monitoring global regulatory shifts and conducting gap analyses.

FATCA & CRS Governance:



  • Maintaining awareness of updates to FATCA & CRS regulations/guidance published by regulators.
  • Liaising with local regulators to champion Scotiabank's regulatory position.
  • Providing Business Lines with gap analysis when revised regulations/guidance is released.
  • Developing and maintaining relationships with Business Lines and providing direction and oversight on implementation of revised regulations.

QI Governance & Sustainment:



  • Implementing, monitoring, and enhancing the QI regulatory operating model.
  • Developing and implementing regulatory compliance programs/processes to achieve balance between operational efficiency and regulatory compliance.
  • Buidling and developing key controls around Documentation, Withholding, and Reporting.

FATCA & CRS Fulfillment:



  • Providing oversight and leadership to processes and procedures related to daily case management of FATCA and CRS cases.
  • Managing the creation and maintenance of Standard Operating Procedures (SOP's) to support due diligence and documentation activities.
  • Conducting gap assessment to identify opportunities to improve processes.
  • Championing the implementation of process efficiencies to address procedural redundancy and minimize compliance risk.

Required Skills and Qualifications:



  • University degree with minimum of 7 years in the financial services industry, including experience with regulatory programs.
  • Expert knowledge of FATCA, QI & CRS regulatory requirements and compliance.
  • Demonstrated ability in leading teams and managing people.
  • Strong knowledge of banking, operational risk, regulatory risk, compliance and regulatory requirements and internal control principles.
