Healthcare Information Manager

Nova Scotia Health is taking a significant step in advancing healthcare technology and information management. As part of this effort, a new Clinical Information System (CIS) is being implemented across the province, aiming to digitize and link patients' health information in a seamless manner.
The implementation of a robust User Access Management Strategy is crucial in ensuring secure and timely access to patients' information, enabling healthcare professionals to deliver the best possible care. This role plays a vital part in overseeing the design, development, testing, implementation, and maintenance of a user access management program for the province-wide system.
The OPOR User Access Manager reports to the OPOR Director, Technology and Integration, and is responsible for leading a multi-disciplinary team. The Manager oversees the coordination of resources and stakeholders, manages timelines and milestones, documents outcomes, and monitors progress to provide support to leadership teams.
This role requires a strong understanding of healthcare information systems, user access management, and IT service management principles. The ideal candidate will have a proven track record in managing user access teams, overseeing the administration of user accounts, and enforcing access control policies. Experience with clinical information systems, particularly Cerner Millennium and Oracle/Cerner Millennium HIE Provider Portal, is highly desirable.
About You- Undergraduate degree or equivalent training, with a minimum of 10 years of progressive leadership experience
- Minimum of 5-7 years of leadership experience in IT/IM services, programs, and applications, with IT security and access management experience preferred
- Master's degree in health administration, leadership, or Master of Business Administration, an asset
- Certified Health Executive (CHE) and/or Certified Professional in Healthcare Information and Management Systems (CPHIMS) designation, an asset
- IT Infrastructure Library (ITIL), Project Management Professional (PMP), and/or organizational change management certification, an asset
- Relevant certifications such as CISSP, CISM, or CISA, an asset
