Role Objective:

The Proposal Specialist is responsible for overseeing the preparation of comprehensive tender submissions, including time & material, lump sum, and unit price proposals. This role entails developing professional proposals that strategically respond to client requirements outlined in Requests for Proposals (RFPs). Proposals will include the preparation of project schedules, cost estimates, and execution plans.

Responsibilities:

  • Responsible for all estimating services, tender submissions, and proposals, including preparation and assembly of all required information and documentation.
  • Provide timely, complete, and accurate information to senior management as necessary for ongoing operations and reporting purposes.
  • Review technical documents, drawings, and specifications to develop a comprehensive understanding of the project; develop a plan and schedule for the actual construction to serve as a basis for estimates.
  • Assist in the development of quantity take-offs of direct/indirect work items and for subcontract work as required for estimate submissions.
  • Prepare and analyze bid packages for third-party procured materials and subcontracts.
  • Attend pre-tender meetings and site visits to identify any problems or conditions of an unusual nature that may be present.
  • Interface with owners on bid development inquiries and estimate clarifications requests.
  • Execute bid forms, including the submission of all security, bonding, and insurance requirements.
  • Summarize quantities; prepare spreadsheets for alternate and separate prices as required for tenders.
  • Evaluate and provide cost and schedule impacts of the various alternative construction methods and materials.
  • Review assembled bids, provide risk analysis, and cost and schedule impacts of the various alternative construction methods and materials with senior management.
  • Review, analyze, and check for completeness of proposal documents.
  • Prepare post-bid analysis and tender results summaries.
  • Stay informed of trends and developments, such as new equipment, methods, and procedures that are developing in the industry.
  • Perform additional duties as assigned.

Qualifications:

  • Degree or Diploma in business administration, engineering, or a related field.
  • 2+ years of experience in proposal development, estimating, or a similar role.
  • Skilled with Microsoft Office (Word, Outlook, PowerPoint, Excel) – Be technically proficient and experienced with a design eye to produce visually appealing materials. Adobe suite (InDesign and Illustrator) would be considered an asset.
  • Proven track record in managing the end-to-end proposal process, from planning and strategy to submission.
  • Excellent writing and communication skills for preparing clear, concise, and persuasive proposal documents and interacting with various stakeholders.
  • Ability to work independently and in a team environment.
  • Ability to work in a high-pressure environment.
