Job Title: Corporate Transformation Director

Join the City of Toronto as a Corporate Transformation Director and lead the transformation of the service delivery of the division's programs. As a key member of the senior management team, you will provide strategic financial direction, leadership, and operational support to drive business transformation and improve organizational performance.

Key Responsibilities:
  1. Develop and implement comprehensive financial plans, budgets, and financial management strategies to support business transformation initiatives.
  2. Lead the development and implementation of City-wide policies and procedures related to budgeting, financial reporting, and technology asset management.
  3. Provide guidance and training to divisional staff on financial management, budgeting, and technology license management.
  4. Develop and implement project management strategies and processes to integrate the ways in which the division delivers interventions to improve efficiencies at the City.
  5. Lead the divisional Transformation Office and identify, develop, and implement project management plans to achieve business transformation goals.
  6. Work with senior staff to develop a future state operating model for the division and implement project management strategies and processes that build on international best practices.
  7. Recruit and manage divisional teams responsible for the coordination, development, and implementation of business transformation strategies.
  8. Provide senior-level counsel in the budget review process and respond to budgeting issues and requests for new information.
  9. Implement procedures to track technology licenses, monitor compliance to contractual licensing terms, and address any issues identified in a timely manner.
  10. Develop and ensure adherence to procedures through continuous interactions with Finance Leads in City Divisions to track and update the City's Asset Register for all technology capital assets.
  11. Account for the City's technology assets in accordance with Public Sector Accounting Board (PSAB) requirements.
  12. Ensure timely completion of period-end closings and deliver comprehensive reports on variances and financial performance.
  13. Represent the Division and support the Chief Technology Officer (CTO) at standing committees and Council meetings.
  14. Manage information and action requests from Council members through articulate verbal responses, detailed reports, and comprehensive briefing notes.
  15. Direct the development and implementation of divisional change management strategies, including training, communications, and staff engagement initiatives.
  16. Provide leadership and oversight to multi-disciplinary project teams and establish a best practice approach that ensures transparency and fairness in decision making and project implementation.
  17. Foster the development of an organizational culture that focuses on delivering exceptional outcome-focused services.
  18. Ensure work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations, and City policies.
Requirements:
  1. Post-secondary education in Business Administration, Project Management, Finance, or a closely related field and/or a fully designated Chartered Professional Accountant in Canada (CPA).
  2. Extensive senior-level experience leading and motivating a large diverse team while ensuring high organizational performance.
  3. Extensive experience preparing comprehensive reports and presentations.
  4. Experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively.
  5. Experience leading transformational change initiatives and the delivery of programs that create service improvements.
  6. Extensive experience working with executives, sponsors, and senior management teams.
  7. Extensive experience directly and indirectly managing business teams and resources.
  8. Excellent written and verbal communication skills with demonstrated ability to write and present complex information.
