Job Summary

We are seeking a highly skilled and experienced Corporate Application Technical Leader to join our team at the City of Toronto. As a key member of our IT department, you will be responsible for leading the development and implementation of complex business applications and information systems.

Key Responsibilities
  • Direct and manage the work of inter-divisional staff and professional services to deliver and sustain enterprise business applications and information.
  • Negotiate with divisional business and technical stakeholders to drive consensus for corporate-wide solution designs.
  • Develop and maintain corporate policies, procedures, and standards for enterprise information and applications.
  • Ensure security, privacy, and quality assurance requirements are implemented in accordance with legislation and City policies.
  • Lead and/or input to project management and procurement processes, including the evaluation and recommendation of complex technical solutions and professional services.
  • Communicate effectively with business/project managers, project team members, and other stakeholders to ensure successful delivery of solutions.
  • Develop and apply complex business and application models, information structures, data models, and technical program code.
Requirements
  • Post-secondary education in computer science or a related discipline, or the approved equivalent combination of education and/or experience.
  • Extensive experience with Java, J2EE web application, Spring MVC framework/Spring Boot, WebSphere/Tomcat server, SQL, Eclipse, Active Directory, GitLab, and TLS/SSL Certificates.
  • Experience with HTML5, CSS3, JavaScript, JQuery, and Bootstrap to create responsive web user interfaces.
  • Considerable experience developing RESTful services and using REST APIs, including JSON and XML APIs.
  • Experience in business system analysis, rapid application development, and programming in a large, diverse computing environment.
  • Considerable experience developing and/or maintaining large-scale information technology applications.
  • Considerable experience in security principles and cybersecurity practices.
Preferred Qualifications
  • Experience in the public sector and/or the licensing and permitting industry.
  • Excellent communication skills to work with business clients and determine their requirements.
  • Ability to work with competing demands, prioritize, and meet deadlines.
  • Ability to elicit, drive, and/or develop application requirements.
