Capital and Maintenance Program Analyst

The Capital and Maintenance Program Analyst plays a crucial role in the effective business operations associated with THESL Capital and Maintenance programs and operating expenses for the Distribution Operations, Capital Construction and Transit Division. This position is responsible for assisting with construction project phases to ensure timely and cost-effective delivery, data gathering, data analysis, identifying gaps and trends, and producing reports related to the THESL Capital and Maintenance Work Programs.
Key Responsibilities:- Support the design and construction team with the management of projects, including analytics, enter and track monthly billing, review and approve invoices, assist/verify monthly billing, document/monitor/enter and approve project change requests.
- Track the issuance and return of project folders, material ordering, maintenance scheduling (work requests).
- Prepare reports, schedules meetings, pertaining to program delivery status and outcomes.
- Identify gaps and trends and perform analyses to determine root causes and develop recommended solutions.
- Participate in pre and post construction meetings to ensure safety management and adherence to standards and quality, schedule attainment and resourcing.
- Work closely with THESL inspectors and/or assigned third-party auditor to ensure compliance with all required processes and procedures and follows-up on any issues hindering the progress of projects.
- Assist the Supervisor with establishing and measuring contractor performance (including non-conformance reports, compliance to Toronto Hydro practices/policies/standards), identifying issues and solutions to close gaps as required.
- Responsible for monthly reporting including the preparation of variance reports for financial re-forecasting.
- Responsible for project closure, including final project cost true-ups and project cost accruals.
- Acts as a liaison with internal and external stakeholders to mitigate issues with and construction approvals Participates in corporate wide initiatives to support overall business strategy.
- Bachelor degree in Engineering or Business.
- Five (5) years of experience in data analysis, gap analysis and reporting results.
- Experience in design and construction, dealing with external contractors, business process redesign, analysis for business projects, identification areas for improvement and development of new initiatives.
- Project Management Professional (PMP) designation is an asset.
- Excellent verbal and written communication skills.
- Excellent analytical and business solution development skills, including the proven ability to function effectively in a dynamic environment.
- Knowledge of OHSA, Toronto Hydro/EUSA Rule Book, Transportation of Dangerous Goods and relevant safety, electrical and environmental legislation and regulations an asset.
- Fully proficient in the use of Microsoft Office applications including advanced working knowledge in MS Excel, MS Project, MS Access and MS Word.
- Ability to proactively flag At-Risk areas of business based on analysis of data and Key Performer Indicators.
- Ability to develop statistical tracking methodologies to track performance and measurement against set standards of quality.
- Ability to develop dependable feedback systems and tracking.
- Awareness of project/program management processes, principles and methodologies.
