Company Overview

The District of Saanich is seeking an experienced professional to fill the role of Compensation and Benefits Manager. This position plays a critical part in overseeing Human Resource business systems, processes, and total compensation for the organization.

About the Role

This leadership position reports to the Senior Manager of Human Resources and is responsible for providing expert consultation, analysis, facilitation, research, and project management in various aspects of compensation and benefits, organizational structure, HR records, and systems services.

Responsibilities

  1. Conducts research and monitors trends to evaluate the effectiveness of the District's compensation system.
  2. Provides expert advice and recommendations to the Senior Manager of Human Resources and leadership team.
  3. Represents the division on various cross-departmental committees.
  4. Identifies and communicates service needs and emerging issues to the Senior Manager of Human Resources.
  5. Project manages the development of charters, scope statements, and project plans.
  6. Conducts research to support Collective bargaining.
  7. Provides information to leadership and Council to aid in decision making.
  8. Leads, coaches, recruits, orients, trains, and manages staff.
  9. Evaluates the work of direct reports and identifies needs for development.
  10. Acts as a key member of the divisional leadership team.
  11. Leads and oversees the administration of compensation & benefits.
  12. Monitors and ensures consistent application of job evaluation methodology.
  13. Leads projects and provides status updates to the Senior Manager of Human Resources.
  14. Supports Human Resources by providing technical advice and contributing to the development of the District's People Strategy.
  15. Manages and oversees HR business systems and processes.
  16. Leads the implementation of new business systems.
  17. Develops and adapts business processes ensuring privacy and accuracy.
  18. Leads process improvement initiatives.
  19. Oversees complex compensation analysis & research.
  20. Maintains integrity of HR data by developing data entry standards.
  21. Conducts research to evaluate the effectiveness of the District's compensation system.

Requirements

  • Bachelor's degree in a relevant field (e.g., human resources, business, etc.).
  • At least 5 years of experience in human resources functions, with progressively more complex roles and responsibilities.
  • Strong knowledge of human resource management/information systems (HRIMS), compensation and benefits systems, job evaluation methodologies, and project management principles.
  • Excellent communication, interpersonal, and leadership skills.
