About the Role

We are seeking a highly skilled and experienced Business Planner to join our team at Toronto Community Housing. As a Business Planner, you will play a key role in supporting the Resident and Community Services division's strategic, operational, and business planning processes.

Key Responsibilities
  • Planning
    • Support the Division's strategic planning processes
    • Coordinate, document, and assist Divisional teams with the alignment of their work with that of other corporate divisions
    • Coordinate and support the production of strategic plans
    • Provide strategic planning expertise to Divisional Leadership Team
    • Support Divisional teams by reviewing, assessing, developing, and evaluating business processes and systems, as well as documenting and managing database requirements for the Division
    • Provide project management expertise to others and lead projects
    • Use project management software
    • Provide work direction to other management/exempt staff on a project-by-project basis
  • Relationship Building and Strategic Partnerships
    • Develop, coordinate, and implement all aspects of the consultation process to support changes to policies and respond to issues arising
    • Foster and work collaboratively to develop and maintain close and effective working relationships with internal and external stakeholders, including tenants, other TCHC divisions, municipal government, consultants, community agencies, or other groups as appropriate, to ensure awareness of existing and evolving issues and concerns, facilitate coordination, and organize relevant meetings or forums
    • Lead working groups and ad-hoc committees
    • Develop divisional communication material and content for internal and external partners
    • Participate in inter-divisional policy/program development initiatives
  • Research, Writing, and Reporting
    • Research practices and strategies for enhancing tenant participation and engagement, community development, and fostering equity and inclusion
    • Lead strategic policy development, policy analysis, research, evaluation, and program development processes by identifying and preparing and supporting the delivery of detailed implementation plans to support management functions and improve the efficiency and effectiveness of operations and service delivery
    • Prepare committee/council reports, research analysis, budget/resource requests, briefing notes, presentations, a variety of correspondence, policy reports/recommendations, and other materials as required by and for senior management, consistent with unit, divisional, and corporate priorities and strategic directions
    • Lead and directly conduct ongoing research (qualitative and quantitative data) and analysis of trends and activities related to assigned policy areas, and evaluate the strengths, weaknesses, and effectiveness of policies, by-laws, and programs, to provide information to management and identify emerging issues and opportunities to management to support decision-making
    • Consult and collaborate with other business units as appropriate to align strategic outcomes
    • Develop evaluation frameworks, data models, and use complex analytical tools to monitor progress and evaluate outcomes
    • Review and analyze performance measurement results and progress updates on divisional work plans, and develop recommendations to improve business processes
    • Make recommendations to improve performance measures and reporting, as appropriate
    Requirements
    • University undergraduate degree in social sciences (e.g., Education, Psychology, Sociology, Social Work, Urban Planning, Political Science, Public Administration, Geography)
    • 5 years of experience, preferably in a large public corporate environment, in one or more of the following areas: policy analysis or development, performance measurement systems, research design, creation, and monitoring of accountability systems
    • Considerable experience in strategic and/or operational policy development, stewarding complex policy initiatives from inception through to implementation with minimal direction, while balancing political, community, and other stakeholder interests and resolving conflicts
    • Considerable experience in applying an anti-oppressive/anti-racist framework, and/or an intersectional equity lens into research, policy analysis, and development, and evaluation
    • Considerable experience with project management, including project design, development, program evaluation, and implementation, to support policy and evaluation goals
    • Considerable experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders
    • Knowledgeable in research methods, statistical analysis, and strategic/business planning is an asset;
    • Proficiency with computerized business applications, including word processing, spreadsheet, presentation, and database software applications
    • Knowledge of social housing operations, policies, and procedures and relevant legislation that is applicable to Toronto Community Housing preferred.
    • Excellent oral and written communication skills and presentation skills
    • Strong group facilitation and public meeting skills for leading community processes, consultations, and forums
    • Ability to travel to various locations and work flexible hours, which will include evenings and weekends.
