Regional Director, Disability Services

As a key member of the department’s management team, the Regional Director – Disability Services Winnipeg is responsible for leading and managing the delivery of programs and services that support adults living with an intellectual disability, and children with disabilities and their families. The Regional Director also provides advice and support to the Executive Director responsible for Regional Social Services.

The Regional Director is responsible for direct service delivery of a range of programs offered by the Department of Families, including, but not limited to, disability services (Community Living disABILITY Services, Children's disABILITY Services, Autism & Early Intervention Supports). The region may offer a slightly different mix of those programs.

The ideal candidate will have a post-secondary degree in social work, business or public administration or a related field; a combination of related education and/or experience may be considered. The successful candidate will have extensive knowledge and experience in social services that includes program delivery, program oversight, evaluation, and financial management. They will also have a proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.

This leadership position requires the ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change. The successful candidate will have management experience with responsibility for human and financial resources, and experience translating strategic priorities into clear operational and business plans. They will also have experience with strategic performance management and measurement systems (e.g. Key Performance Indicators).

The ideal candidate will have strong verbal and written communication skills with experience managing internal and external stakeholder relationships. They will also have political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues. Additionally, they will have strong financial acumen with experience in budgeting and financial management.

The successful candidate will have experience within a social services setting providing leadership and direction in the design and implementation of legislation, policies, and programs. They will also have experience building relationships with community partners and external resources; including service delivery agencies, Indigenous peoples with a focus on the implementation of the principles of reconciliation, and disability community groups and networks.
